About this opportunity

The Savannah Airport Commission is requesting proposals for mulch installation services throughout its airport campus under RFP 2026-0019, with proposals due July 24, 2026 at 5:00 p.m. EST. A non-mandatory preproposal meeting and site visit will be held July 1, 2026 at 1:00 p.m., with an additional site-visit option on July 2 at 10:00 a.m. Firms may qualify for a 5-point Local Small Business Enterprise (LSBE) or Minority Business designation if registered with the City of Savannah and able to provide a City of Savannah Business Tax Certificate or Minority Business Certificate; registration with the City is mandatory for this designation.

The scope covers furnishing, delivering, and installing mini pine bark mulch in landscaped areas across the 3,681-acre airport property, including site preparation, weed control, edging, mulch application to specified depths, periodic replenishment, and emergency response following severe weather. The estimated annual quantity is 1,400 cubic yards with up to three installation events per year; quantities are estimates only and not guaranteed. Pricing must be submitted on a per-cubic-yard basis and remain firm and fixed for each contract year. Unit pricing must include all labor, supervision, equipment, materials, transportation, disposal, overhead, profit, and incidental costs; travel time, lunch breaks, and equipment repair time are not billable.

The initial contract term is three years with options to renew for two additional one-year periods at the Savannah Airport Commission's sole discretion, subject to satisfactory performance. The awarded contractor must maintain proposed unit pricing throughout the entire contract term, including renewal periods, regardless of quantity fluctuations.

Evaluation is weighted: Experience and Past Performance (35 points), Technical Approach (25 points), Cost (20 points), References (15 points), and LSBE/Minority Business designation (5 points). Proposers must submit three vendor references and certifications including a non-collusion affidavit and proposal certification. The Savannah Airport Commission anticipates award notification by September 30, 2026. All proposal preparation and submission costs are the proposer's sole expense with no reimbursement from the Commission.
