About this file
This addendum is issued by the Savannah Airport Commission in Georgia for RFP 2026-0019 regarding mulch installation services. The project encompasses furnishing, delivering, and installing mini pine bark mulch across the airport's 3,681-acre campus, with an estimated annual quantity of 1,400 cubic yards and up to three installation events per year. The scope includes site preparation, weed control, edging, mulch application to specified depths, periodic replenishment, and emergency response following severe weather. A non-mandatory preproposal meeting and site visit will be held July 1, 2026 at 1:00 p.m., with an additional site-visit option on July 2, 2026 at 10:00 a.m. Proposals are due July 24, 2026 at 5:00 p.m. EST. The Savannah Airport Commission anticipates award notification by September 30, 2026. The contract term is three years with options to renew for two additional one-year periods at the Commission's sole discretion, subject to satisfactory performance.
Pricing must be submitted on a per-cubic-yard basis as firm and fixed for each contract year, with unit pricing inclusive of all labor, supervision, equipment, materials, transportation, disposal, overhead, profit, and incidental costs; travel time, lunch breaks, and equipment repair time are non-billable. The awarded contractor must maintain proposed unit pricing throughout the entire contract term, including renewal periods, regardless of quantity fluctuations. Firms may qualify for a 5-point Local Small Business Enterprise (LSBE) or Minority Business designation if registered with the City of Savannah and able to provide appropriate business tax or minority business certificates. Evaluation criteria are weighted as follows: Experience and Past Performance (35 points), Technical Approach (25 points), Cost (20 points), References (15 points), and LSBE/Minority Business designation (5 points). Proposers must submit three vendor references and certifications including a non-collusion affidavit and proposal certification. All proposal preparation and submission costs are the proposer's sole expense with no reimbursement from the Commission.
