About this opportunity

This is a Design-Bid-Build construction procurement issued by the Board of Regents of the University System of Georgia on behalf of Valdosta State University for the Odum Library Chiller Replacement project (MRR-26-0207) located in Liberty County, Georgia. The project entails the installation of a new air-cooled chiller plant to replace the existing chiller system serving Odum Library and associated dormitories, including demolition and removal of existing chillers, cooling towers, and associated pumps; grading and site preparation for the new chiller yard; trenching and restoration of hardscape and landscaping for underground piping installation; and all associated electrical work. Sealed bids must be physically delivered to the VSU Physical Plant Office Conference Room at 2903 North Ashley Street, Valdosta, Georgia by 2:00 PM on Thursday, March 19, 2026, with a mandatory pre-bid conference scheduled for Tuesday, March 3, 2026 at 10:00 AM at the same location. The contractor must achieve Material Completion within 270 consecutive calendar days from the Proceed Order Date, with pre-commencement phase services to commence upon the Effective Date of the Contract and be completed within 60 days thereafter. Minimum qualifications require evidence of at least four years in business, successful performance on at least three similar projects with minimum $275,000 construction cost, current Georgia mechanical license, and qualified personnel including a superintendent with at least four years' experience on similar projects and a project manager with at least two years' experience. The contract will be awarded on a lump sum basis to the lowest responsive and responsible bidder, with evaluation criteria including debarment status, prior terminations for cause, demonstrated cash flow with a Current Ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate not exceeding an average of 1.2 over three years, and evidence of past performance on public works projects. Bidders must provide a Bid Bond equal to not less than five percent of the bid amount, with Performance and Payment Bonds each equal to 100 percent of the Contract Sum required prior to contract execution.

There are no specific set-aside designations restricting participation; however, the Owner encourages participation by minority business enterprises and notes that Georgia law provides income tax credits for businesses that subcontract with minority-owned businesses. All contractors must meet Georgia state licensure requirements, certify compliance with federal immigration requirements and the Georgia Security and Immigration Compliance Act, and demonstrate responsibility based on financial metrics and past public works performance. No incumbent vendors or current contractors are identified in the procurement documents. Bidding documents are available through the Design Professional, NBP Engineers, Inc., via phone at (478) 745-1691 or email to sholloway@nbpengineers.com or emoore@nbpengineers.com. The specific contract award value or budget range is not disclosed in the available documents; however, the Owner reserves the right to reject all bids if they exceed the established budget or are nonresponsive. The construction document set comprises 100% complete drawings and specifications prepared by Virginia State University and includes comprehensive technical details, site plans, mechanical systems drawings, and engineering specifications necessary for contractors to prepare accurate bids for the chiller plant replacement work.
