About this opportunity
The State of Rhode Island Division of Purchases is issuing a Master Price Agreement (MPA 481) for Open Enrollment Technical Proposal (OET21000360) to establish a qualified vendor list for hydraulic components and winter equipment parts purchase and maintenance services primarily for the Department of Transportation's winter operations. The solicitation seeks vendors to provide various parts and service equipment necessary for winter equipment maintenance, with an initial contract period from September 1, 2018 for three years and potential renewal for two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals electronically through the Ocean State Procures system, with the current solicitation period running from October 1, 2020 to August 31, 2021. Evaluation criteria will focus on technical qualifications, vendor experience, and the ability to provide comprehensive winter equipment parts and maintenance services. When specific project needs arise, agencies will issue mini-bids to qualified vendors, requesting competitive quotes with consideration given to price, expertise, and availability. Proposals must demonstrate technical merit, relevant background, and experience with similar projects.
The solicitation includes a mandatory 10% set-aside for Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE), with vendors required to submit utilization plans for each contract. The MPA has statewide applicability and can be utilized by political subdivisions including municipalities, higher education institutions, schools, quasi-public agencies, and legislative and judicial branches. Vendors must maintain specific insurance requirements, including $1 million liability coverage, workers compensation coverage, and $1 million automobile liability coverage. A 1% contract administrative fee will be assessed on all purchase orders to support the state's eProcurement system. While there is no guaranteed level of purchasing activity, selected vendors will be added to a qualified vendor list from which agencies can solicit quotes. Previously qualified vendors under the existing MPA 481 do not need to reapply to this solicitation. The state reserves the right to review vendor qualifications, remove vendors from the qualified list at its discretion, and select the most qualified vendors or cancel the solicitation at any time.
