About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) to establish a Master Price Agreement (MPA 481) for hydraulic components and winter equipment parts, purchases, and repair services. The solicitation seeks to create a qualified vendor list for providing equipment parts, preventative maintenance, general maintenance, inspection, and repair services specifically for hydraulic components and winter equipment. Vendors must submit electronic proposals through the Ocean State Procures system by September 2, 2022, with a vendor Q&A period running from August 5 to August 26, 2022. The initial contract period will span three years, beginning approximately September 1, 2022, with potential renewal options for two additional 12-month periods based on vendor performance and funding availability. Evaluation will be conducted on a pass/fail basis, with vendors required to provide both regular and overtime hourly rates, along with any applicable discounts. Specific requirements include maintaining insurance coverage of $1 million in liability, $100,000 in workers compensation, and $1 million in automobile liability.
The solicitation includes a mandatory 10% Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation requirement for the total dollar value of the procurement. The contract will have statewide applicability, allowing participation from political subdivisions, institutions of higher education, municipal and state schools, and quasi-public agencies in Rhode Island. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, effective January 1, 2020. While no specific incumbent vendors are identified, the state reserves the right to make single or multiple awards and will utilize a mini-bid process among qualified vendors when specific projects arise. No guaranteed minimum purchase volume is established, and vendors will be selected on an as-needed basis. The contract will support various government entities, with agencies required to obtain at least one quote from an MBE/WBE vendor when such vendors are available on the qualified vendor list.
