About this opportunity
The State of Rhode Island Division of Purchases is conducting an open enrollment solicitation (OEV26006605) for a Master Price Agreement to establish a qualified vendor list providing repair, service, inspection, warranty repair, and maintenance of motorized aerial and hoisting equipment including personnel lifts, bucket trucks, construction cranes, forklifts, overhead hoists, and stationary hoisting equipment. This is a quarterly open enrollment opportunity reviewed every 90 days, with the solicitation opening May 5, 2026 at 11:00 AM EDT and closing June 2, 2026 at 5:00 PM EDT. The contract will commence approximately July 1, 2026 for an initial three-year term with options to renew for up to two additional 12-month periods based on vendor performance and fund availability. Services will be dispatched on an as-needed basis through work orders issued to qualified vendors, with service appointments required within five business days of request. Vendors must be factory-trained specialists, manufacturers, or stocking distributors capable of performing OSHA and ANSI-compliant inspections and annual preventative maintenance on approximately 40 aerial vehicles, 4 forklifts, 4 overhead hoists, and 8 vehicle lifts located throughout Rhode Island. Required qualifications include manufacturer representation status for aerial lift and crane inspections, manufacturer-certified installer status for facility vehicle lift inspections per ANSI/ALI ALOIM:2008 standards, Rhode Island location, maintenance of specified insurance coverage (Commercial General Liability of $1,000,000 per occurrence, Workers' Compensation of $100,000, Automobile Liability of $1,000,000, and Crime coverage of $500,000 or 50% of contract value), and submission of detailed hourly rates, overtime rates, road service rates, parts discounts (minimum 20 percent on OEM parts), flat-rate fees for various equipment types, and other service pricing through a completed Vendor Assessment Sheet. All repairs carry a 90-day warranty, OEM parts must be used during manufacturer warranty periods, and parts pricing cannot exceed manufacturer's list prices with either manufacturer fleet pricing or verified discounted pricing structures required.
The Master Price Agreement includes mandatory Minority Business Enterprise (MBE) participation requirements under Rhode Island General Laws 37-14.1, with vendors required to award a minimum of 15 percent of the dollar value to minority and women-owned business enterprises and submit completed MBE Participation Acknowledgment Forms demonstrating their commitment to subcontractor agreements, monthly compliance reporting, and immediate notification of vendor changes. Vendors must be located in Rhode Island and may qualify as state inspection stations; brokers are not permitted. The State reserves the right to make one or multiple awards and to reject any or all bids, with statewide applicability allowing utilization by state agencies, municipalities, institutions of higher education, quasi-public agencies, and the Legislative and Judicial branches. A 0.33% contract administrative fee applies to all eligible contracts effective January 1, 2026, withheld from invoice payments. Proposals must be submitted electronically through Ocean State Procures by the June 2, 2026 deadline at 5:00 PM EDT; late, mailed, faxed, or emailed submissions are not accepted. Specific award values or budget ranges are not provided in the solicitation documents as this is an as-needed services arrangement where pricing will be established through individual mini-bids issued to qualified vendors when state agencies identify specific project requirements.
