About this opportunity
The State of Rhode Island Division of Purchases is seeking qualified vendors for a Master Price Agreement (MPA 445) for Open Enrollment Lift Trucks, Inspections, and Maintenance services. This solicitation will establish a qualified vendor list for repair, service, inspection, warranty repair, and maintenance of motorized aerial and hoisting equipment, including hoisting equipment, personnel lifts, bucket trucks, construction cranes, forklifts, and stationary hoisting equipment. The contract term runs from July 1, 2021, to June 30, 2023, with options to renew for two additional 12-month periods. Vendors will be evaluated on a pass/fail basis and must be specialized and factory-trained in the specified equipment maintenance. When specific projects arise, state agencies will issue mini-bids to the qualified vendors, requesting competitive quotes. The solicitation is a quarterly open enrollment opportunity that will be reviewed every 90 days, with vendors permitted to submit proposals at any time through the Ocean State Procures eProcurement system.
The procurement includes a 10% minimum participation requirement for Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs), with at least one quote from a certified MBE/WBE/VBE vendor required when possible. The contract has statewide applicability, allowing participation from political subdivisions including municipalities, higher education institutions, schools, and quasi-public agencies. Vendors must maintain specific insurance coverage, including $1 million in liability per occurrence, workers compensation, and automobile liability. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, effective January 1, 2020. While no specific award value or budget range is explicitly stated, the open enrollment nature of the contract suggests flexibility in potential contract values. Vendors must register in the Ocean State Procures system and comply with Rhode Island's procurement, affirmative action, and contractor requirements to be considered for inclusion on the qualified vendor list.
