About this opportunity

The State of Rhode Island Division of Purchases is establishing a Master Price Agreement (MPA 433) for electrical and gas welding services on an open-enrollment basis, with the vendor question-and-answer period running through March 1, 2031, and the agreement extending through April 2, 2031. One or multiple vendors may be awarded at the State's sole discretion; no guaranteed purchasing volume is offered.

Vendor selection is conducted on a Pass/Fail basis addressing certifications, resume and qualifications, client references (minimum three required), and demonstrated capability to perform both electric and gas welding services at either the vendor's facility or at State agency locations, including emergency on-site work. All criteria must receive a Pass determination for inclusion on the qualified vendor list. Required qualifications include current certifications, documentation of relevant experience and completed projects from the past five years, and detailed client references with contact information and service dates.

Scope encompasses repair, maintenance, and fabrication of State-owned equipment, vehicles, and facilities using welding and related processes — TIG/Heliarc, MIG, stick/arc, gas welding, brazing, cutting, grinding, fitting, and poly/plastic welding — on materials including iron, steel, aluminum, and stainless steel. Services are performed statewide at State agency locations, with a partial list of 14 Rhode Island Department of Transportation service locations provided; additional State locations may be added during the contract term.

Pricing is submitted on a per-project basis through mini-bid quotations issued to qualified vendors. Regular hourly rates apply to work Monday through Friday, 8:00 a.m. to 5:00 p.m.; overtime rates (one-and-one-half times prevailing wage) apply to all other hours. A contract administrative fee of 0.33 percent of annual spend is withheld from invoices. Required insurance includes general liability of $1 million per occurrence, workers' compensation of $100,000 per accident, and automobile liability of $1 million per occurrence. Vendors must comply with Rhode Island prevailing wage requirements and obtain all necessary State licenses. Minority and women business enterprises certified by the State's Division of Equity, Diversity, and Inclusion must be included in utilization plans for each award. Vendors must register in Ocean State Procures and submit responses electronically.
