About this file
This is a Scope of Work document for MPA 433 Welding Services issued by the State of Rhode Island's Division of Purchases for use by multiple State agencies. The State requires reliable gas and electric welding services to support repair, maintenance, and fabrication needs for State-owned equipment, vehicles, facilities, and assets on an as-needed basis throughout Rhode Island. Services encompass welding and repair of iron, steel, aluminum, and stainless steel; poly/plastic welding; brazing, cutting, grinding, and fitting; fabrication and modification of metal parts and components; specialized welding techniques including TIG/Heliarc, MIG, and stick/arc; field welding and emergency repair services; and supply of incidental hardware and consumable materials. Contractors must be capable of performing work either at their own facilities or at State agency locations, including Rhode Island Department of Transportation (RIDOT) facilities and other State departments statewide. The document provides a partial list of 14 RIDOT service locations across Rhode Island but notes that additional State locations may be added during the contract term.
Vendor selection is conducted on a "Pass/Fail" basis with evaluation criteria addressing certifications, resume and qualifications, client references (minimum three required), services offered (both electric and gas welding), and availability for both shop-based and on-site work including emergency services. All criteria must receive a "Pass" determination for vendor inclusion on the qualified vendor list. The State makes no guarantee regarding the quantity, frequency, location, or dollar value of work that may be requested under the resulting Master Price Agreement. The solicitation specifies that qualified vendors must demonstrate current certifications, provide documentation of relevant experience and completed projects from the past five years, and furnish detailed client references with contact information and service dates.
