About this opportunity
The State of Rhode Island Division of Purchases is establishing Master Price Agreement (MPA) 296 to create a qualified vendor list for Unarmed Security Guard Services across state facilities, campus areas, and individual properties. This open enrollment solicitation seeks multiple qualified vendors to provide security guard services that ensure safe and secure environments for state employees and the public, with no guaranteed purchasing volume. The eligible procuring entities include state agencies, quasi-governmental organizations, Rhode Island municipalities, and the Legislative and Judicial branches. Vendors must maintain all required licenses and certifications throughout the contract term and carry comprehensive insurance coverage including general liability ($1,000,000 per occurrence), workers compensation ($100,000 each accident), and automobile liability ($1,000,000 each occurrence). The initial contract period will commence approximately October 1, 2026, and extend for three years with options to renew for up to two additional 12-month periods contingent upon vendor performance and fund availability. Proposals must be submitted electronically through Ocean State Procures by May 18, 2026 at 2:00 PM, with vendor questions accepted from April 20, 2026 at 9:15 AM through May 6, 2026 at 2:00 PM. Pricing will be evaluated through a mini-bid process where agencies request quotes from approved vendors, with all costs firm and fixed unless otherwise indicated.
This solicitation includes specific set-aside considerations for Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE); if such certified vendors are included on the approved list, at least one of three required quotes must be sourced from these designated vendors. Vendors must complete and submit the MBE Participation Acknowledgment Form as a required component of their proposal. All awarded vendors will be subject to a 0.33% contract administrative fee withheld by the State at invoice payment. The solicitation does not identify any incumbent vendors or current contractors, nor does it reference specific technology infrastructure requiring integration. Multiple awards may be made at the State's sole discretion, and no specific budget range or award value is provided in the solicitation; compensation will be determined through the mini-bid process based on individual agency requirements and vendor pricing submissions.
