About this opportunity
The State of Rhode Island Division of Purchases is establishing a Master Price Agreement for locksmith services through Open Enrollment (MPA 331 FY 27 OE), with proposals due November 19, 2026 at 11:00 a.m. A 15% minimum participation goal for Minority and Women Business Enterprises (MBE/WBE) under Rhode Island General Laws 37-14.1 applies; if MBE/WBE/VBE certified vendors are on the qualified list, at least one of three price quotes requested by user agencies must come from a certified vendor.
The scope covers labor, materials, services, supervision, tools, and equipment for installation, repair, service parts, and hardware for locksmith service projects statewide, including 24-hour emergency service with a two-hour response requirement. Services must be available during regular hours (Monday–Friday, 6:00 a.m. to 6:00 p.m.) and overtime hours (Monday–Friday, 6:01 p.m. to 5:59 a.m., all day Saturday, Sunday, and state legal holidays). Vendors must respond to phone calls within one hour and maintain a valid Rhode Island Contractors' Registration Board certificate throughout the contract term. All workmanship and parts are guaranteed for 12 months.
The initial contract runs January 1, 2027 through December 31, 2029, with potential renewal for up to two additional 12-month periods at the State's discretion. No minimum or maximum purchasing volume is guaranteed. All costs submitted must be firm and fixed unless otherwise indicated. A 0.33% contract administrative fee will be assessed on total annual spending and withheld from vendor invoices. Required insurance includes general liability ($1,000,000 per occurrence), workers' compensation ($100,000 each accident), and automobile liability ($1,000,000 per occurrence). Prevailing wage requirements under Rhode Island General Laws 37-13-1 et seq. apply; employees on projects costing $100,000 or more must possess OSHA 10-hour construction safety certification and appropriate Rhode Island trade licenses.
Evaluation is Pass/Fail based on Contractors' Registration status, locksmith qualifications and experience, references, and overall compliance. The State reserves the right to make multiple awards. Vendor questions are due November 5, 2026 at 4:00 p.m. EST. Registration and submission occur through Ocean State Procures; late submissions will not be accepted.
