About this opportunity
The City of Ocala is soliciting bids for mowing and grounds maintenance services at the Ocala Wetland Recharge Park under ITB WRS/260709, with bids due May 22, 2026 and a mandatory pre-bid meeting on May 15, 2026 at 8:30 a.m. at the park site. Attendance at the pre-bid meeting is mandatory for bid eligibility.
The scope covers mowing, trimming, edging, and debris removal across approximately 30 acres of grassy areas within the 60-acre property at 2105 NW 21st Street, Ocala, Florida. Work includes the main grounds, easements, water's edge, overlooks, parking lot, and 2.5 miles of paved trails. The mowing schedule requires 40 cuts annually: two mowings per month December through March and weekly mowings April through November, with up to five optional supplemental mows available at the City's discretion. Initial mowing services include clearing all fence lines along the park perimeter and establishing an 8-foot cleared buffer on the inside park perimeter where overgrowth is present. Work must be performed Monday through Friday between 8:00 a.m. and 5:00 p.m., with completion within two to three consecutive working days per scheduled visit. Mowing height must be 3–4 inches.
The contractor must possess a minimum of five years of ground maintenance experience and hold a valid Florida Department of Agriculture Pesticide Applicator License at bid submission. Addendum 1 (May 18, 2026) removed the spray license requirement; the City will handle all herbicide spraying. The contractor must perform at least 80 percent of work with their own workforce and provide verifiable references. Required insurance includes Commercial General Liability of $1 million per occurrence/$2 million aggregate, Commercial Automotive Liability of $1 million combined, and Workers' Compensation per Florida statutory requirements.
The budget for the initial contract term is $120,000. The contract runs for three years with two optional one-year renewal terms; price increases are limited to 3 percent annually unless justified by market conditions. A 5 percent bid bond is required. Bids are evaluated on a unit-price basis; award goes to the lowest responsive and responsible bidder. All work is coordinated with Matthew Stanley, Conservation Supervisor of Water Resources, at 352-351-6772 or Mstanley@ocalafl.gov.
