About this opportunity
Clay County Board of County Commissioners in Florida is soliciting competitive bids through a Request for Proposal (RFP) process for a comprehensive Mosquito Control Program to serve Clay County and Harold CDP. The County seeks a qualified contractor to provide year-round integrated mosquito management services utilizing an Integrated Mosquito Management (IMM) approach consistent with the Florida Public Health Pest Control Manual, American Mosquito Control Association standards, and Florida Department of Agriculture and Consumer Services (FDACS) regulations under Chapter 388, Florida Statutes. Core deliverables include routine services such as mosquito larval surveillance and control using GPS mapping and dip sampling techniques, operation of minimum 20 CDC light traps for adult mosquito surveillance up to three times weekly, vehicle-mounted Ultra-Low Volume (ULV) adult control applications with GPS tracking, public education and outreach initiatives, and 24-hour emergency complaint resolution capabilities. As-needed services include expanded arboviral surveillance for Zika virus, emergency post-disaster mosquito abatement operations, and comprehensive public education programs. The contractor must maintain the County's State-Approved Mosquito Control Program status and employ a certified FDACS Mosquito Control Director with annual proof of certification. Proposals will be evaluated on previous experience with similar mosquito control programs (20 points), qualifications of respondent and assigned personnel (15 points), availability of personnel and 24-hour emergency contact capability (15 points), project understanding and innovation including a comprehensive disaster response plan (20 points), three references from similar work performed within the past five years (10 points), pricing (10 points), equipment list and capacity (10 points), and local business preference eligibility (5 points). The deadline for inquiries is April 22, 2026, with proposals due electronically by 4:00 p.m. on April 30, 2026, a non-mandatory bid opening scheduled for May 1, 2026, at 9:00 a.m., and evaluation committee recommendations anticipated by May 26, 2026.
No specific set-aside designations or restrictions limiting responses to disadvantaged enterprises are detailed in the solicitation materials; however, the RFP offers a local business preference of five evaluation points for eligible applicants. The contractor must maintain an office and operational facility within Clay County with a publicly listed local telephone number available during business hours (8:00 a.m. to 4:30 p.m., Monday through Friday), and the County offers the option of a facility credit if the contractor utilizes the existing County mosquito control building at 5 Esplanade Avenue, Green Cove Springs, Florida. The contractor shall provide comprehensive insurance coverage including Commercial General Liability of $1,000,000 each occurrence, Workers' Compensation at statutory limits, and Business Automobile Liability of $1,000,000 combined single limit. The contract term is three years from the effective date with two optional one-year renewal periods if agreeable to both parties. Pricing shall be submitted as a monthly lump sum cost for 12 months of routine services, with additional as-needed services priced per square foot for larviciding, per mile for adult mosquito control truck-mounted spraying, and per day for expanded Zika suppression and emergency response; the specific award value or budget range is not disclosed in the solicitation materials provided.
