About this opportunity
The City of Portland, Oregon is conducting a Qualifications-Based Selection (QBS) process for engineering design services on the Montgomery Park Transit Project under RFP QBS-RFP 00002601, with proposals due December 3, 2025 at 4:00 p.m. The City intends to award the contract to HDR Engineering, Inc., based on Phase I evaluation scoring completed December 29, 2025; protest rights expire seven calendar days from that notice date.
The scope encompasses preliminary design through final design for streetcar extension accommodations along NW 23rd Avenue, NW Roosevelt Street, NW 26th Avenue, and NW Wilson Street in Northwest Portland, including National Environmental Policy Act (NEPA) services and coordination with TriMet, Metro, the Oregon Department of Transportation, and the Federal Transit Administration. The City of Portland serves as the lead agency with roadway jurisdiction and responsibility for engineering, design, construction, and operations.
Evaluation was weighted across 100 points: project team qualifications (22 points), proposer capabilities (20 points), project approach (34 points), and corporate responsibility including equal opportunity employment and sustainable business practices (24 points). HDR Engineering achieved a combined Phase I score of 454 points across five evaluators; no Phase II interviews were conducted.
Project funding derives from NW Parking District funds, Streetcar Reserve funds, Portland Clean Energy Community Benefits Fund (PCEF), and Federal Transit Administration Capital Investment Grant funds. PCEF-funded portions require compliance with workforce and contractor equity agreements, family wage standards at minimum 180% of state minimum wage, and predominantly U.S.-manufactured renewable energy products. The successful proposer must maintain comprehensive insurance (Workers' Compensation, Commercial General Liability $2 million per occurrence, Automobile Liability $2 million per accident, Professional Liability/Errors & Omissions $1 million per occurrence / $3 million aggregate) and obtain City of Portland Business Tax registration, Equal Employment Opportunity certification, and Equal Benefits Program certification prior to award. Contract work extends through February 2028. Compensation is determined through negotiations following selection based on a cost proposal due within seven calendar days of the Notice of Intent to Negotiate and Award.
