About this file

This is Addendum Number 1 to a Request for Proposals (RFP) issued by the City of Portland, Oregon (Procurement Services, City Operations) for the Montgomery Park Transit Project (Solicitation Number QBS-RFP 00002601). The project requires engineering design services from preliminary design through final design, including National Environmental Policy Act (NEPA) services. The City of Portland serves as the lead agency responsible for engineering, design, construction, and operations, with required collaboration and coordination among multiple agencies. Proposals are due on December 3, 2025, before 4:00 p.m. The addendum clarifies key aspects of the proposal submission and evaluation process, including confirmation that the Subconsultant Participation Form is excluded from the 20-page proposal limit, and that resumes for additional personnel outside the core Project Team from subconsultants may be listed in Supporting Information without page count impact.

The addendum addresses six substantive clarifications: (1) Civil Rights Data Collection requirements are excluded from the 20-page limit; (2) Proposers should identify potential greenhouse gas emission reduction opportunities within the Montgomery Park Transit Project scope; (3) Resumes should be provided for key personnel identified in the Project Team section, with additional subconsultant personnel resumes listed separately; (4) A Quality Assurance/Quality Control Plan and a separate Design Quality Control Plan are required, with the QA/QC plan submitted to the City's Project Manager upon request and the DQCP submitted to the City within 30 days after Notice to Proceed; (5) Land Use Procedures are not anticipated as part of the project, as the City intends to preserve schedule and budget through consultant design work that avoids standard Land Use reviews; and (6) The City is planning a separate RFP around the 30% design milestone to engage a Construction Manager/General Contractor for construction delivery, with the design consultant team providing construction phase support services.

Does "this RFP" refer to GHG emission reductions within the scope of the Montgomery Park Transit Project or the RFP/procurement process itself?

We are looking to find out from Proposer’s what options there are for reducing GHG emissions as part of this project. If the Proposer does not find any potential opportunities for reducing GHG emissions as it relates to the project, then that can be identified in their Proposal.

Please clarify the difference between the QA/QC Plan for PBOT and the Design Quality Control Plan for TriMet. Please confirm deadlines for each submittal, and to which entity.

The Quality Assurance/Quality Control (“QA/QC”) and the Design Quality Control Plan (“DQCP”) are two different plans as identified within the RFP. Plans should be completed and submitted as detailed within the RFP or by Addendum(s).

Please note update and corrections via this Addendum:

Architectural/Urban Design (RFP page 79)

Please clarify Land Use Procedure level of review that is anticipated for this project, as it is understood that timelines for these procedures could impact schedule:

• Type 2 – staff-level decision

• Type 3 – Design Commission decision with staff recommendation

At this time the City does not anticipate non-standard elements to be utilized and Land Use Procedures are not anticipated as part of the project. In an effort to preserve schedule and budget, the City will rely on the design consultant team to help in designing the project in such a way that Land Use Procedures will not be required.

1.6 Section C, Project

Provisions; Exhibit D

– Statement of Work

Has PBOT decided on construction phase support for streetcar work?

Is PBOT thinking to use consultant staff for preconstruction and construction phase – either as a separate CM/GC oversight procurement from design or plans to use consultant staff as supplemental staffing to an Owner led delivery of construction phase work?

The City is anticipating a separate RFP around the 30% design milestone to most likely engage with a CM/GC arrangement for construction delivery. The design consultant team and the City would work with the CM/GC team during the design phase for input into elements including the design engineering plans, value engineering opportunities, special provisions input, and work sequencing recommendations.

Separately, the City anticipates retaining some level of service with the design consultant team into the construction phase for construction support, to work closely with

Is there a perceived conflict of interest in the designer being also being your construction oversight? It was unclear to me if PBOT was including construction oversight/quality and controls in the design phase or if it was to be a separate procurement later.

the City’s construction management and inspection team.
