About this opportunity

Buffalo Public Schools (BPS) located in Erie County, New York, is issuing a Request for Proposals for mold remediation services across approximately 70 district schools and facilities. The procurement seeks qualified firms to provide comprehensive mold remediation work based on assessments and plans developed by certified Mold Assessors, with remediation scope including removal of mold and mold-contaminated surfaces through selective demolition, cleaning, and/or treatment. Qualified vendors must demonstrate a minimum of five years of certifiable mold remediation experience under their current business name, hold a valid Mold Remediation Contractor License from the New York State Department of Labor, and ensure all employees possess Mold Abatement worker licenses. Vendors must supply all labor, materials, and tools, maintain 24/7 emergency response capability (responding to initial requests within one hour and deploying response teams on-site within two hours), and comply with New York State prevailing wage requirements. The solicitation prohibits use of subcontractors and requires that the selected firm be completely independent of all mold assessors involved in individual projects. Evaluation criteria are weighted as follows: cost at 30 points, qualifications and experience at 25 points, certifications and licenses at 20 points, project approach and schedule at 15 points, and compliance at 10 points, with a minimum non-cost score of 42 out of 70 points required. Key deadlines include a question submission period from March 13, 2026 at 8:00 AM EDT through March 23, 2026 at 8:00 AM EDT, with answers posted by March 27, 2026; a proposal submission deadline of April 17, 2026 at 4:00 PM EDT through the Bonfire portal; and a tentative award date of May 20, 2026. Proposals must include signed non-collusive bidding certifications, insurance certificates, completed equal opportunity forms, references, and optional documentation such as MWBE certifications and compliance narratives.

No specific set-aside designations are established for disadvantaged enterprises; however, BPS procurement is conducted under Minority and Women-Owned Business Enterprise (MWBE) guidelines (Policy 5414) and requires respondents to complete an MWBE Utilization Plan identifying any subcontractors and their MWBE certification status, though subcontractors are otherwise prohibited from this engagement. The prior awardee was Stohl Remediation, which received a current year award of $60,000 under a three-year contract period. The contract term will run from July 1, 2026 through June 30, 2027, with five optional one-year extensions available, extending the maximum term through June 30, 2032. Respondents must comply with the BPS Data Sharing and Confidentiality Agreement if they gain access to student data or educational records, and must adhere to restrictions on contact with District personnel during the procurement process, which is enforced through the Restrictions on Contact Regulation (6-5410R.1). All vendors must maintain workers' compensation and public liability insurance with minimum bodily injury coverage of $500,000 per person and $1,000,000 per accident. While the fee schedule provides line items for Supervisor and Mold Remediation Technician rates (straight time and premium time), application of anti-microbial agents (per square foot), and equipment rental (negative air machines and dehumidifiers), the specific award value and total guaranteed work volume are not disclosed in the solicitation, with BPS explicitly stating that award will not necessarily be granted to the lowest-cost respondent and that no minimum or maximum work volume is guaranteed.
