About this opportunity

The City of Long Beach is requesting proposals for the design, manufacture, delivery, and installation of 30–35 modular non-congregate shelter units to house individuals experiencing homelessness, with proposals due November 23, 2022, at 11:00 AM and an optional pre-proposal meeting scheduled for November 1, 2022, at 1:00 PM via Zoom. The RFP is subject to the City's Equal Benefits Ordinance (requiring equal benefits for employees with spouses and domestic partners), Davis-Bacon prevailing wage requirements under federal funding, and City Project Labor Agreement provisions (40% local resident hiring goal, 10% transitional worker and veteran hiring goal for construction phases).

Each shelter unit must be single-occupancy with mandatory features including a lockable window, bed, bathroom with sink, toilet, and shower, HVAC, adequate lighting and electricity, fire suppression, and smoke detectors. At least four units must be ADA-accessible. Desirable features include Wi-Fi capability, customizable MEP hookups, raised units with plenums, extended warranties, and demonstrated rapid manufacturing and deployment ability. Only modular units are permitted; panelized housing is not acceptable. Units must be delivered and installed by July 2023. The City has clarified that the on-call architect (Kardent) will handle sitework, foundation, and structural components, while the project manager (Psomas) will oversee construction and permitting. Proposers must acknowledge receipt of Addendum 2 (Q&A) by signing and submitting it with their proposals.

The contract term is two years with options to renew for three additional one-year periods, not to exceed five years total. The budget is open-ended; the City reviews proposals for cost-effectiveness and feasibility. Funding comes from California's Homekey Program Round 2. Minimum qualifications include non-debarment status, current business qualification in the City, demonstrated experience delivering at least one similar project to a government or social service agency, and current capacity to deliver 30–35 units within the specified timeframe. Evaluation criteria are organizational capacity and experience, method of approach, and reasonableness of cost. Questions are due November 9, 2022, with responses posted November 16, 2022. A Notice of Intent to Award was issued December 6, 2022, naming Home Ec Inc dba Connect Homes as the intended awardee, though final award is pending contract execution.
