About this file

This is a Notice of Intent to Award and supporting memorandum for Request for Proposals No. RFP HE-22-158 issued by the City of Long Beach Department of Financial Management in coordination with the Department of Health and Human Services and other city departments. The RFP, released on October 20, 2022, sought proposals from qualified manufacturers for the design, manufacture, delivery, and installation of 30-35 modular non-congregate shelter units to house individuals experiencing homelessness. Four proposals were received and evaluated by a panel comprising representatives from the City of Long Beach Departments of Development Services, Fire, Health and Human Services, Public Works, and the Long Beach Continuum of Care. The evaluation panel selected Home Ec Inc dba Connect Homes of Los Angeles, California as the intended award recipient based on demonstrated competence, experience delivering comparable projects, strong method of approach, proposed product design meeting minimum and desirable qualifications, proposed timeline, and reasonableness of cost. A Notice of Intent to Award was issued on December 6, 2022; however, this notice does not constitute a final award, and work shall not commence until the awarded vendor receives and signs a purchase order from the City of Long Beach.

The evaluation criteria applied to all proposals included organizational capacity and experience, method of approach, and reasonableness of cost. No specific pricing information, set-asides, or contract term details are disclosed in these documents. The selection was based on the organization's demonstrated competence and experience in delivering comparable projects, the proposed shelter units' compliance with minimum and desirable qualifications outlined in Section 2.1 of the RFP, ability to meet required timelines and deadlines, and feasibility and cost-effectiveness of the proposed budget.
