About this opportunity
Clay County Board of County Commissioners is soliciting competitive bids for the procurement and delivery of four enclosed cargo trailers designated for firefighter gear storage at multiple county fire rescue stations through Invitation for Bid (IFB) #25/26-073. The base bid covers one trailer for Station 22 equipped with dual 15,000 BTU roof-mounted air conditioning units, while the alternate bid encompasses three standard trailers for Stations 15, 23, and 24, each with single 15,000 BTU air conditioning units. Each trailer must be new, fully assembled, and measure 8.5 feet by 28 feet with a flat floor design, minimum 7-foot interior height, dual 5,200-pound axles, white polypropylene composite interior panels, four corner stabilizer jacks, and a complete electrical system including two 110-volt receptacles, LED interior lighting, interior electrical panel boxes, and shore power connections. All trailers must be delivered fully operational and ready for immediate use, with the supplier responsible for all delivery, positioning, leveling, stabilization, permitting, inspection fees, and correcting any deficiencies identified during the County's acceptance inspection. Bidders must comply with Florida business registration requirements, obtain E-Verify certification, maintain $1,000,000 Commercial General Liability insurance coverage and Workers' Compensation at statutory limits, and provide a five-year warranty covering trailer body, frame, axles, suspension, electrical systems, and HVAC units. The bid submission deadline is June 1, 2026, at 4:00 p.m. through the County's e-Procurement Portal, with a non-mandatory bid opening scheduled for June 2, 2026, at 9:00 a.m. and an estimated Board recommendation on June 23, 2026. Awards will be made to the lowest responsive and responsible bid, with bids remaining valid for 120 days following the opening and a contract term of two years from the effective date, with options to renew for up to two additional one-year periods by mutual written agreement.
This procurement includes no identified set-asides or restrictions based on disadvantaged enterprise designations, and no incumbent vendors or current contractors are identified in the solicitation. Bidders must be certified or registered pursuant to Florida Statutes Chapter 489 or hold Clay County certification, and all bidders are required to submit a five percent bid bond payable to Clay County unless waived by the County Manager. Clay County maintains a local preference policy and Buy American policy, which eligible bidders may utilize. No existing infrastructure or technology integration requirements are specified for this procurement. Performance and Payment Bonds are not required for this project as the estimated contract value does not exceed $200,000. All bidders must submit required documentation including completed W-9 forms, Electronic Funds Transfer Authorization forms, a Contractor Warranty Letter, and proof of insurance coverage prior to award. The County reserves the right to reject any and all bids without cause, and a 72-hour bid protest period will follow the posting of the Notice of Intent to Award or Notice of Rejection on the County's website.
