About this opportunity

The City of Long Beach Department of Disaster Preparedness and Emergency Communications is soliciting proposals to evaluate and upgrade four existing Mobile High-Power Speakers and associated control hardware, with proposals due September 12, 2023. This is a one-time service contract with project completion by March 31, 2024, funded through the Federal Emergency Management Performance Grant.

The scope includes inspection and evaluation of all four speaker systems; software updates enabling independent message creation and broadcast without third-party vendor reliance; replacement of malfunctioning components including a defective winch system on one trailer and battery systems requiring testing or replacement; installation of wireless cellular modems communicating with an independent Communication Control Unit; development of a user-friendly desktop interface; implementation of Private Key Infrastructure encryption; staff training on the new software solution; and provision of operational documentation. The current system uses CodeRed third-party software and integrates with the City of Long Beach server. The speakers have been deployed in testing mode multiple times annually but never in response to actual emergency events.

Minimum qualifications require qualification to conduct business in Long Beach, five years of prior business operation, non-debarred status under Executive Order 12549 and Title 2 CFR Part 180 Subpart C, and demonstrated ability to provide all required products and services. Proposals must itemize expenses for equipment, installation, and labor; include a completion and training delivery timeline; and provide annual maintenance costs for the four speakers.

Evaluation criteria are organizational capacity and experience, method of approach, communications and reporting capabilities, and reasonableness of cost. An optional pre-proposal meeting is scheduled for August 1, 2023, at 2990 Redondo Avenue, Long Beach. Questions are due by August 15, 2023, with responses posted by August 29, 2023. Insurance requirements include $1,000,000 commercial general liability per occurrence and $2,000,000 aggregate, workers' compensation, and $1,000,000 employer's liability per accident. Payment is issued within 30 days of invoice following contract finalization. Addendum 1 addressing eight proposer clarifications was issued.
