1 The Opportunity

1.1 Project Summary

The City of Long Beach (City), Department of Disaster Preparedness and Emergency

Communications, seeks a qualified consultant to evaluate and upgrade software and malfunctioning speaker components of the existing four Mobile High Power Speakers and control hardware to allow the City to deploy and program the speakers independently. This project will be funded through the Federal Emergency Management Performance Grant.

1.2 Background

As part of the City’s continuum of public safety, the Department of Disaster Preparedness and Emergency Communications works to coordinate disaster preparedness and emergency communications through the Disaster Preparedness Bureau, the Emergency

Communications Center, and Homeland Security Grants. The main focus is to build the capacity of City staff, residents, businesses, and community agencies to be prepared for emergencies and coordinate citywide responses.

The current Mobile High Power Speakers can only communicate messages programmed by a third party, and City staff cannot modify messages in a timely manner. The upgrades should allow City staff to quickly customize messages for deployment without relying on a third party.

1.3 Goals

The goal of this RFP aims to achieve the following:

1. Update the software of the current speaker system to allow City staff to quickly customize and disseminate emergency messages.

2. Replace speaker system components as needed to ensure all components function properly.

3. Develop a “How to Guide” on how to operate the new software solution and train up to five Department staff on how to operate the new software solution.

1.4 Award Terms

This contract will be for an agreement to a one-time service. The award of this contract applies only to the services in this RFP. Project shall be completed by March 31, 2024.

| RFP-DP-23-273 | 4

2 Scope of Work

2.1 Description of Services

The selected proposer will work closely with the City Project Manager to update four existing Mobile High Power Speakers and control hardware. The following specifications must be met to fulfill the requirements of this RFP:

1. A thorough evaluation and inspection of the four current mobile speakers must be completed by the selected proposer.

a. After the initial inspection, all recommended updates to the components and the system must be documented, discussed and approved by the City Project Manager prior to the vendor performing the work.

b. If any additional costs for hardware replacement are identified after the initial inspection, an additional cost proposal must be submitted to the

City Project Manager for approval before work can begin.

2. The proposed software solution must allow for the creation, upload, and broadcast of messaging by City staff, without the use of a third party.

a. As an option to the City, the solution may include features such as siren tones, strobe lights, text-to-speech messaging, and message board solutions for individuals with hearing impairments.

b. Update wireless cellular modems to communicate from each mobile speaker to an independent Communication Control Unit (CCU) located at the Emergency Communications and Operations Building. The CCU must be able to operate independently from the server.

3. The solution should include a user-friendly User Interface for activating the emergency communication system.

4. The locally hosted software application shall have the ability to initiate desktop notifications. The notifications system should use Private Key Infrastructure

(PKI), or an approved equal encryption system, that eliminates third parties from sending malicious content.

5. The cost proposal must include the training of City staff on the new software solution and provide a “How to” guide on developing and deploying emergency messaging.

6. The selected proposer must remove speaker units and conduct all updates and repairs off site. No repairs or work shall be conducted on City property.
