About this file
This is Addendum No. 1 to Request for Proposals (RFP) No. DP-23-273 issued by the City of Long Beach Department of Financial Management for a Mobile High-Power Public Address Speakers Upgrade project. The addendum provides clarification through eight questions and answers addressing proposer inquiries regarding the current mobile speaker trailer system, its operational history, and integration requirements. Key clarifications include confirmation that the City of Long Beach server is referenced in the scope of work; the current alert system will be re-evaluated as part of the upgrade scope; CodeRed is the third-party software solution currently used for broadcasting alerts; and the speakers have been deployed in testing mode multiple times annually but have not been deployed in response to actual emergency events. Proposers are required to acknowledge receipt of this addendum by signing and submitting it with their proposals, with failure to do so potentially resulting in disqualification.
Current deficiencies in the existing system include an inability to quickly develop and disseminate messages, a defective winch system requiring replacement on one trailer, and battery issues requiring testing and potential replacement. Three of four trailer batteries are currently functioning and charged via solar panels; one battery system requires charging or replacement. The upgrade project aims to address these performance gaps and modernize the message dissemination capabilities. Proposers must ensure their submissions address all requirements outlined in the original RFP as modified by this addendum, and all communications outside the official process are not binding unless confirmed in writing by the City contact.
