About this opportunity

The Oklahoma City Airport Trust (OCAT) is soliciting bids for a comprehensive Miscellaneous Services, Repairs, and Maintenance contract (Project No. OCAT GEN 2524) covering three airports: Will Rogers World Airport, Wiley Post Airport, and Clarence E. Page Airport, including the Mike Monroney Aeronautical Center. This annual contract will utilize individual work orders as needed, with contractors responsible for providing various maintenance services across multiple labor classifications including foreman, brick/stone mason, carpenter, certified welder, light equipment operator, truck driver, laborer, concrete finisher, and painter. Bidders must be pre-qualified as a Building Contractor "C" with the City of Oklahoma City prior to submitting a bid, as stipulated by Ordinance No. 26,614. The electronic bid submission deadline is 10:00 a.m. on March 26, 2025, with a mandatory pre-bid conference scheduled for March 11, 2025. Contractors will be required to provide 24-hour emergency response, with a 30-minute response time and two-hour on-site arrival requirement. Key contractor responsibilities include maintaining comprehensive insurance, providing performance bonding, and submitting a safety program before receiving a Notice to Proceed.

The contract allows for potential two additional one-year renewals and has a total contract value not to exceed $400,000 per contract year. There are no specific set-aside designations mentioned for disadvantaged enterprises. The Trust reserves the right to competitively bid any work estimated to exceed $50,000 and to cancel the contract with 90 days' notice. Contractors will be compensated through unit pricing and can receive a markup multiplier for materials and specialty equipment purchases. Overtime pay is specified at 1.5 times the regular rate for work performed outside standard business hours and on specified holidays. Bidders must complete and submit several key documents, including an Anti-Noncollusion Affidavit and a Business Relationship Affidavit, which require disclosure of any existing business relationships with project participants. The contract includes provisions for the Trust to determine workforce requirements and potentially terminate the contract if work is performed unsatisfactorily or equipment is not maintained properly.
