About this opportunity
The Knoxville Utilities Board (KUB), located in Knox County, Tennessee, is seeking a vendor to supply miscellaneous forms and envelopes for their print shop through a competitive Request for Proposal (RFP) process. The procurement involves producing 25 different envelope types and 5 form types, including customer bill mailout envelopes, return envelopes, and business reply mail envelopes with specific requirements for size, paper weight, color, and printing specifications. The proposed contract will be an initial three-year supply agreement with options for two additional one-year renewals. Vendors must be direct manufacturers capable of producing all listed items in-house, maintaining adequate inventory, and ensuring timely delivery. Proposals are due on May 2nd, 2025, at 10:00 AM EDT, with vendor questions required to be submitted by April 25th, 2025, at 5:00 PM EDT. KUB will evaluate proposals based on pricing, response quality, vendor experience, and the ability to meet precise printing and delivery specifications. The annual volumes for these items range from 2,000 to 1,900,000 pieces, with predominantly white and brown kraft envelopes using black or PMS 295 Blue ink.
There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. The RFP indicates that KUB is seeking a single vendor or potentially multiple vendors to meet their comprehensive printing needs. While no incumbent vendor is explicitly identified, the contract opportunity suggests the vendor must provide a computerized ordering system, disaster recovery services, and the capability to print and mail KUB bills onsite if required. The vendor will be responsible for packaging, labeling, and storing excess inventory within a four-hour drive of KUB's location. Pricing must be guaranteed for a minimum of one year, with potential annual adjustments subject to KUB's approval. Although a specific budget range is not provided, the extensive volume requirements and detailed specifications suggest a significant contract value. The successful vendor will need to demonstrate robust manufacturing capabilities, quality control standards, and the flexibility to meet KUB's diverse printing and envelope requirements across various operational needs.
