About this opportunity
The County of San Mateo is conducting an Invitation for Bid (IFB) for a one-year renewal of Mimecast licenses through its Information Services Department. The procurement specifically seeks quotations for five Mimecast services: Advanced Protection Cloud (5,500 licenses), DMARC Analyzer T2 (5 licenses), DMARC Analyzer Sender Policy Framework subscription (1 license), Advanced Support technical support (1 license), and Configuration Assistance for Advanced Business Email Compromise Service (1 license). The solicitation, numbered ISD-20261919, was released on November 14, 2025, with a deadline for questions on November 19, 2025, and bid submissions due on November 24, 2025. Evaluation criteria will focus on the Total Bid Price, with the county planning to issue a purchase order to the lowest responsive and responsible bidder from a manufacturer/publisher authorized vendor. Vendors must complete the Pricing Bid Table, provide competitive quotations, include accurate lead times, and detail any applicable freight and delivery costs.
The procurement appears to have provisions for local business preferences, potentially offering advantages to San Mateo County local businesses, non-profits, and small businesses. Vendors must be manufacturer/publisher authorized and comply with standard county contract terms, including provisions for insurance, warranties, and intellectual property rights. The contract requires a manufacturer standard warranty of no less than one year. While specific set-aside designations are not explicitly detailed, the county seems to encourage participation from local and small businesses. The point of contact for this opportunity is Maggie Harnett from Mimecast, who can be reached at mharnett@mimecast.com. Though a specific budget range is not provided, the scope involves 5,500 licenses across multiple Mimecast service categories, suggesting a potentially substantial contract value for cybersecurity and email protection services.
