About this opportunity
Orlando Utilities Commission is requesting proposals for design, construction, and commissioning of a 250 kW Energy Storage System with 1–2 hours of duration, co-located with DC Fast Charging infrastructure for electric vehicles, with proposals due July 24, 2026 at 2:00 p.m. EST under RFP PR9169. Addendum No. 4, posted July 16, extended the deadline from July 20; all prospective proposers must acknowledge receipt of Addenda 1–4 or risk deemed non-responsiveness.
The system must operate in grid-connected mode to support peak shaving, solar smoothing, and Volt/VAR regulation, export to the grid following utility-centric signals, and function as a grid-forming microgrid during outages to sustain DCFC operations. The ESS will be delivered FOB to 3800 Gardenia Ave, Orlando, FL 32839, with a 10-year project lifespan, expected round-trip efficiency greater than 89%, and estimated capacity of 250–500 kWh. The system must comply with Florida Building Code, National Electrical Code, NFPA 855 for energy storage systems, and NERC Critical Infrastructure Protection regulations.
Suppliers must demonstrate a minimum of five contiguous years of successful delivery of grid-forming energy storage systems of 250 kW/500 kWh capacity or greater and provide three customer references. Respondents must confirm capability to dispatch on-site field service within 48 hours and maintain 24/7/365 emergency support. Insurance requirements include Workers' Compensation, Comprehensive Automobile Liability, Commercial General Liability, and Pollution Liability with limits up to $2,000,000. Suppliers must comply with domestic content and Foreign Entity of Concern restrictions for federal funding eligibility.
The base bid includes fourteen integrated components spanning engineering, design, factory acceptance testing, commissioning, startup, staff training, operations and maintenance manuals, and a standard five-year warranty with technical field assistance. Optional pricing applies to Automatic Transfer Switch, extended warranties (10, 15, 20 years), spare parts, and annual maintenance. OUC will evaluate proposals on qualifications and experience, responsiveness to requirements, safety and quality programs, financial soundness, and price. Non-compliance with Attachment D requirements does not automatically disqualify a response; OUC will select the best overall solution. Pricing must remain firm throughout the contract period. All communication with OUC is restricted to the designated buyer of record, Bhumika Nathoo.
Opportunity text
Orlando Utilities Commission is soliciting proposals from qualified suppliers to construct an Energy Storage System (ESS) capable of 250 kW of generation for a duration of 1-2 hours. It will be co-located with DC Fast Charging (DCFC) for electric vehicles (EV). The system must be able to export to the grid following a utility-centric signal, as well as operate a small microgrid during outages. During grid-connected periods, the system will be used for grid services such as peak shaving, solar smoothing, and Volt/VAR regulation. During outages, the system will be capable of grid forming to continue to support the DCFC systems. Suppliers shall clearly indicate in their response if the proposed solution can meet the requirements listed in Attachment D. Non-compliance with requirements listed in Attachment D does not disqualify a supplier's response. OUC will evaluate the best solution for its needs.
