About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Education & Workforce Development Cabinet, issued Request for Bid (RFB) 758 2300000366 on December 22, 2022, for the procurement of Micro Market System installations at four separate locations across Kentucky. The solicitation encompasses complete delivery, installation, setup, and training services for micro vending market systems at four sites: the American Printing House for the Blind in Louisville, The Columns of Hurstbourne Green in Louisville, Roederer Correctional Complex in La Grange, and KBE Central Office in Frankfort. Equipment specifications include micro market kiosks with cash and cashless payment acceptance capabilities, refrigerated and freezer units from the Minus Forty product line, braille-accessible microwaves, coffee systems, security camera systems, and custom shelving and display units tailored to each location's requirements. Vendors must provide unloading equipment such as pallet jacks and verify all site measurements prior to bid submission, with site visits available by contacting Corey Marcum at (502) 395-8161 or corey.marcum@ky.gov. Bids must be submitted electronically through the Kentucky eProcurement System by January 17, 2023, at 1:30 p.m. ET, with vendors' written questions due by January 9, 2023, at 10:00 a.m. ET. The evaluation methodology allocates 90 points to price (with the lowest bidder receiving maximum points and subsequent bidders scored proportionally) and 10 points to delivery time measured in working days; vendors must clearly state specific delivery timeframes or face bid rejection. A one percent per day penalty will be deducted from invoices for each day delivery deadlines are missed.

Kentucky resident bidders receive reciprocal preference equal to preferences given by the bidder's home state, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive preference equal to 15-20 percent of maximum available points. All bidders must register in the Kentucky eProcurement System via the Vendor Self Service System at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, with registration requiring 24-48 hours for completion, and electronic bid submission is mandatory with paper bids not acceptable. Prior to award, vendors must submit the Kentucky Tax Registration Application Revenue Form 10A100, Certificate of Authority for foreign entities, required affidavits (including the notarized Annual Affidavit for Bidders, Offerors and Contractors), and EEO forms if applicable. All quoted prices must exclude federal excise tax and Kentucky sales or use tax, with FOB Destination Freight Prepaid and Allowed terms applying. No initial contract period, renewal clause, or estimated quantities are specified in the solicitation, and contracts will be awarded by line item on a best value basis to the vendor offering the most advantageous combination of price and delivery. The contract is governed by Commonwealth of Kentucky law and may be cancelled with 30 days' written notice.
