About this opportunity
The City of Cleveland's Mayor's Office of Capital Projects (MOCAP), Division of Architecture and Site Development is soliciting qualified Design-Build Team Partners to provide architecture, engineering, and construction services for locker room, entrance lobby, and restroom improvements at the Michael J. Zone Neighborhood Resource & Recreation Center, with proposals due August 21, 2026. This is a Traditional Design-Build engagement with a two-part compensation structure: fixed Design Services fees paid monthly upon approval, and a Guaranteed Maximum Price (GMP) for construction negotiated following detailed design completion. The City reserves the right to terminate for convenience if parties cannot agree on an acceptable GMP.
A 10% local small business enterprise participation requirement applies under City ordinance. All work is subject to Ohio prevailing wage laws under Chapter 4115 of the Ohio Revised Code; contractors must comply with certified payroll reporting (Form whpw1509 submitted weekly), prevailing wage notifications to employees, and final wage affidavits (Form LAW1003) before final payment. The project threshold of $75,000 for reconstruction and alteration work triggers prevailing wage obligations; current Cuyahoga County rates are available at https://com.ohio.gov/dico/. Liquidated damages of $1,000 per calendar day apply for delays beyond the Scheduled Completion Date.
The Design-Builder must submit a Design Schedule within ten days of contract execution, complete preliminary design to City Director approval, proceed with detailed design upon authorization, and achieve Substantial Completion by a specified date with Final Completion within thirty calendar days thereafter. The contract permits fast-track construction methodology and out-of-sequence early work to optimize scheduling. Performance and payment bonds, comprehensive insurance, and one-year warranty on all work plus three-year coatings and finishes warranties are required.
Scope includes comprehensive architectural, engineering, and construction documentation per MOCAP's Minimum Consultant Deliverables across all project phases; detailed specifications for site/civil, architectural, interior, structural, mechanical, plumbing, fire protection, and electrical/technology systems; code and zoning analyses; cost estimates in CSI format; and construction administration. Work must occur while the building remains occupied; contractors must examine premises before submission and attend a mandatory Pre-Bid Conference. All permits, licenses, and fees are the contractor's responsibility. Special inspections under Ohio Building Code Section 1704, photographic documentation (minimum 8-megapixel .jpg files at preconstruction, weekly, and final completion), and coordination with Ohio Utilities Protection Service (1-800-362-2764) are required.
The City of Cleveland Sustainable Municipal Building Policy (April 2013) applies: renovation projects must achieve LEED Silver certification or equivalent, with 20% energy reduction, 75% construction waste recycling, stormwater management, and Building Automation Systems installation. Asbestos compliance follows the City-Wide Asbestos Policy (May 19, 2017); notification to Ohio Department of Health is mandatory for work exceeding 50 linear feet or 50 square feet of regulated asbestos-containing material. Demolition waste management (Form CWM-7) and construction waste management (Form CWM-8) plans are mandatory. Wage Theft and Payroll Fraud disclosure covering the prior three years is required; entities with Adverse Determinations are barred unless they obtain a waiver from the Fair Wage Employment Board. Equal Opportunity Clause provisions prohibit discrimination and require affirmative action in employment and nondiscrimination notice postings. Reimbursable expenses require prior written City authorization; professional services contracts follow the 2023 Reimbursables Policy, with labor multipliers, equipment leasing preference, mileage at $0.655 per mile, and no individual reimbursable items exceeding $10,000 without written approval.
Addendum #1 Revision was posted July 23, 2026. The facility is located at 6301 Lorain Road, Cleveland, Ohio 44102.
