About this file
This is a prevailing wage threshold notification document issued by the Ohio Department of Commerce, Division of Industrial Compliance, Bureau of Wage and Hour Administration, applicable to public authorities undertaking public improvement construction projects throughout Ohio. The document establishes mandatory wage rate thresholds that trigger prevailing wage requirements for construction work performed under contract or by public force. For building construction projects, prevailing wage determination is required for new construction at $250,000 and for reconstruction, enlargement, alteration, repair, remodeling, renovation, or painting work at $75,000. For road and bridge-related construction including roads, streets, alleys, sewers, and ditches, the thresholds are adjusted to $98,974 for new construction and $29,653 for reconstruction and related work as of January 1, 2024. All prevailing wage determinations must be included in project specifications and printed on bidding blanks for contracted work.
The thresholds are adjusted biennially by the Director of the Ohio Department of Commerce based on the Building Cost for Skilled Labor Index published by McGraw-Hill's Engineering News-Record, with annual adjustments limited to a maximum of three percent increase or decrease. This prevailing wage threshold document is directly applicable to the Michael J. Zone Neighborhood Resource & Recreation Center Locker Room, Entrance Lobby, and Restroom Improvements project being managed by the City of Cleveland's Mayor's Office of Capital Projects. Contracting authorities must contact the Bureau of Wage and Hour Administration at the provided contact information to obtain required wage determinations before advertising for bids or commencing construction work on qualifying public improvement projects.
