About this opportunity
Collier County's Metropolitan Planning Organization (MPO) is seeking multiple qualified firms to provide as-needed general planning services through a Request for Professional Services (RPS). The solicitation covers a broad range of planning services including safety and security planning, policy planning, systems planning, transportation statistics, transit planning, long-range planning, traffic modeling, environmental analysis, public participation assistance, freight planning, bicycle/pedestrian facilities planning, and emerging areas like automated vehicles and climate resilience planning. Proposals are due September 10, 2025, at 3:00 PM EST and will be evaluated using four equally weighted criteria, each worth 25 points: ability of professional personnel, past performance, project approach and willingness to meet time and budget requirements, and recent/current/projected workloads. The selection process follows a two-step competitive approach where firms will first submit qualification proposals, with at least three firms being shortlisted, potentially followed by oral presentations to develop a final ranking for Board of County Commissioners approval. The contract term is intended to be five years with a single one-year renewal option, and work will be distributed through a professional services library rotation system where firms are ranked and assigned projects rotationally.
The procurement is grant-funded and includes specific requirements for Disadvantaged Business Enterprise (DBE) participation, with contractors required to comply with federal transportation grant regulations and participate in the Florida Department of Transportation's Equal Opportunity Compliance system. Vendors must meet comprehensive insurance requirements, including Worker's Compensation, Commercial General Liability, Professional Liability, and Automobile Liability coverage, with specific minimum coverage amounts. While no incumbent vendors are specifically identified, the MPO has historically spent approximately $934,404 over the previous five-year period, though this may not indicate future spending patterns. Individual projects are capped at $7.5 million in estimated construction costs, with professional services not exceeding $500,000 per project. Vendors must provide various certifications including E-Verify enrollment, conflict of interest disclosures, and comply with federal provisions such as Buy America preferences and immigration law requirements. The solicitation allows for work orders under continuing contracts not to exceed $200,000, with potential for direct selection when unique experience is required.
