About this opportunity
Peabody Municipal Light Plant (PMLP) is soliciting proposals for meter exchange services and asset disposition covering approximately 19,000 electric meters in Peabody and South Lynnfield, Massachusetts, with a pre-bid meeting on November 6, 2026 and proposals due November 30, 2026 at 11:00 a.m. The RFP gives preference to bidders offering resale of removed meters, and the resulting value is weighed in the overall evaluation. Award goes to the lowest responsible and eligible bid combination providing the greatest overall economic and operational value.
Bidders may pursue Lot 1, field meter exchange; Lot 2, meter resale, de-badging, and certified recycling; or a combined turnkey award. Lot 1 covers exchanging existing Landis + Gyr Focus meters for PMLP-supplied Landis + Gyr Revelo meters, including labor, scheduling, sub-meter geocoding, mobile work management, GPS-tagged and time-stamped photo evidence for every exchange, cross-dock logistics, and call center support. PMLP technicians will install polyphase meters. Bidders must demonstrate R2v3 or e-Stewards certification compliance, SOC 2 Type II verification, TLS 1.3 and AES-256 encryption, hot-socket testing, and five-year safety records including OSHA metrics. Bidders must also provide at least three electric utility references, with preference for Massachusetts and New England public power utilities.
Lot 1 pricing is set at $10.00 per residential exchange, $12.00 per network exchange, and $23.00 per hard-to-access attempt, plus $40,000 per month for call center support and $50,000 per month for cross-dock logistics over eight months, producing a base installation subtotal of $960,654. Lot 2 pricing is entered as a net credit or net cost. Pricing must be firm in 2026 dollars. Bidders must post a bid bond or certified check equal to 5% of the total bid price and a performance bond equal to 100% of the contract price, and carry comprehensive general liability with minimum limits of $5 million per occurrence. The project is subject to Massachusetts Prevailing Wage requirements, with base rates from $34.95 to $56.17 per hour and total rates from $48.00 to $80.68 per hour under schedule rates effective August 30, 2026, and weekly certified payroll reporting applies.
The RFP was issued October 23, 2026. Written questions are due November 13, 2026. Commission approval and contract negotiations are anticipated to begin December 17, 2026. The successful contractor must execute a contract within 45 business days of award notification. Deployment begins March 2027 and runs six to eight months. Bids must include three hard copies and two electronic copies on USB flash drives.
