About this file

This document is a Bidder Utility Reference Form for the Peabody Municipal Light Plant (PMLP) Request for Proposals (RFP) concerning AMI Meter Exchange Services and Asset Disposition in Massachusetts. Bidders are required to submit at least three professional references from electric utilities, with preference given to Massachusetts and New England public power or municipal utilities. The ideal reference utilities should have operating profiles comparable to PMLP, which serves approximately 20,000-35,000 meters in a municipal electric utility environment. For each reference account, bidders must provide detailed project information including utility name and contact details, contract execution dates, total number of meters exchanged (broken down by residential and commercial/polyphase categories), meter technologies deployed, and scope of services provided. The reference form requests information on contract delivery performance, including schedule adherence and initial versus final contract values.

The scope of services that should be documented in the references includes full turnkey installation, mobile work order dispatch, GPS geocoding, pre/post digital photo archiving, hot-socket tension testing, cross-dock inventory management, customer appointment call center services, meter resale on secondary markets, and certified scrap recycling (R2v3/e-Stewards certification). Bidders must certify that all reference information is accurate and current and must authorize PMLP and its evaluators to contact any listed individuals and utilities to verify past performance, technical competency, schedule adherence, customer satisfaction, and safety compliance. The form includes space for four reference accounts, with the fourth being optional/supplementary. No specific pricing terms, set-asides, award dates, or contract term information are detailed in this particular document.
