About this file

This is a Request for Proposal (RFP) bid form issued by Peabody Municipal Light Plant (PMLP) in Massachusetts for Meter Exchange Services and Asset Disposition. The RFP is structured as two independent lots that bidders may pursue separately or in combination: Lot 1 encompasses field meter exchange services for approximately 19,000 electric meters deployed in Peabody and South Lynnfield, including turnkey labor, scheduling, sub-meter geocoding, photo archiving, and cross-dock logistics; Lot 2 addresses meter resale, recycling, and disposition services, including purchase and resale of functional Focus meters, de-badging, and certified R2v3 e-waste disposal. The project is scheduled to commence in March 2027 with standard residential field access hours from 8:00 AM to 4:30 PM, Monday through Friday, with Saturdays available for scheduled appointments, excluding PMLP holidays. PMLP will provide new Landis + Gyr Revelo meters, security seals, keys, locking rings, door hangers, and vehicle identification magnets, as well as free use of staging and storage facilities at the Warren Street Extension facility.

All pricing must be submitted in 2026 dollars and correspond directly to the Meter Exchange Services Pricing Form workbook. Lot 1 pricing represents the total cost to PMLP, while Lot 2 pricing may be entered as either a net credit (negative figure) if secondary market meter sales generate revenue or as a net cost (positive figure) if processing and recycling expenses apply. Bidders must confirm compliance with all technical specifications, mobile workforce guidelines, photographic standards, and geocoding requirements, as well as compliance with PMLP's Terms and Conditions for Materials & Labor Contracts, including Massachusetts Prevailing Wage laws, weekly certified payroll reporting, and insurance requirements. Award will be made to the lowest responsible and eligible bid combination providing the greatest overall economic and operational value to PMLP pursuant to Massachusetts General Laws chapters 164 and 30. All resold meters must have PMLP badging, serial markings, and municipal logos obliterated or removed prior to resale, and all non-resold components must receive an EPA/R2v3 Certificate of Destruction.
