About this file

This is a bid pricing form for Meter Exchange Services in Massachusetts, prepared by PMLP (likely a municipal utility), detailing the pricing structure and service requirements for a comprehensive meter replacement project. The project encompasses approximately 19,000 meters valued in 2026 dollars and is structured as three bidding options: Lot 1 for field meter exchange services only, Lot 2 for meter resale and certified recycling only, or a combined turnkey deployment covering both services. Lot 1 includes installation of residential single-phase meters (approximately 13,898 units at $10.00 per exchange), network meters (approximately 4,152 units at $12.00 per exchange), hard-to-access surcharges for appointments and Saturday work (approximately 950 attempts at $23.00 per attempt), project management and implementation planning, eight months of call center and customer scheduling support at $40,000 per month, and eight months of cross-dock logistics and inventory management at $50,000 per month, with a base installation services subtotal of $960,654.00. The project assumes 95 percent accessibility on first attempt, with 3 percent requiring multiple appointments and 2 percent unreachable or returned to PMLP. The file does not specify response dates, due dates, site visits, bidders' conferences, award dates, or contract terms.

Lot 2 addresses the disposition of approximately 20,700 meters through secondary market purchase credits, revenue-sharing options, or certified recycling, with pricing to be determined by bidder proposals. The pricing form indicates that negative values represent cash credits or revenue returned to PMLP, while positive values represent net costs to PMLP. The polyphase meters (Forms 16S, 09S, 5S, and similar) will be installed by PMLP technicians, accounting for the difference between Lot 1 and Lot 2 quantities. The form includes a bundled turnkey evaluation section allowing bidders to propose standalone or combined pricing with potential discounts for winning both lots. All pricing is in 2026 dollars. No set-asides, incumbent information, or specific funding sources are identified in this document.
