This Request for Proposal (RFP) document issued by Peabody Municipal Light Plant (PMLP) in Massachusetts solicits bids for meter exchange services and asset disposition. PMLP seeks to exchange approximately 19,000 existing Landis + Gyr Focus meters for new Landis + Gyr Revelo meters across its 19-square-mile service territory serving approximately 27,000 customers. The proposed services include electric meter changeouts, location geocoding, meter resale and/or recycling and disposal, new meter inventory management, exchanged meter inventory management, and call center services for customer scheduling and support. The RFP was issued on October 23, 2026, with a pre-bid meeting scheduled for November 6, 2026, and written questions due by November 13, 2026. Proposals are due by 11:00 A.M. on November 30, 2026, at PMLP's offices located at 201 Warren Street Extension, Peabody, Massachusetts 01960, with public opening and reading of bids occurring on the same date. The Commission approval and contract negotiations are anticipated to begin on December 17, 2026. PMLP anticipates the meter deployment to begin in March 2027 and be completed within a six to eight-month timeframe. The successful contractor will be required to execute a contract within forty-five (45) business days of award notification.
Bidders must submit a bid bond or certified check equal to five percent (5%) of the total bid price, along with three hard copies and two electronic copies on USB flash drives. The pricing must be firm and reflect installation activity from 8:00 A.M. to 4:30 P.M. primarily on weekdays, with Saturdays scheduled as needed. PMLP will provide cross-dock facilities at no cost, and the contractor is responsible for managing hazardous materials processing, meter resale coordination, and recycling operations. The successful bidder must provide a performance bond equal to one hundred percent (100%) of the total contract price and maintain comprehensive insurance coverage including workers' compensation, employer's liability, comprehensive general liability with minimum limits of $5,000,000 per occurrence for bodily injury and property damage, and comprehensive automobile liability. The contract is governed by Massachusetts General Laws Chapter 164 56D and Chapter 30 39M, with evaluation criteria emphasizing the lowest responsible and eligible bidder. Preference will be given to bidders offering a resale service for removed meters, as the resulting value will be considered in the overall evaluation. PMLP reserves the right to accept or reject bids, reject all bids, waive formalities, or cancel the RFP at its discretion.

3 REQUEST FOR PROPOSAL: METER EXCHANGE SERVICES & ASSET
DISPOSITION
Peabody Municipal Light Plant (PMLP) has approximately 27,000 customers located in its 19-square-mile service territory and intends to exchange approximately 19,000 meters starting in March 2027. PMLP is seeking bids from vendors who can supply the following services:
Meter Exchange Services and Asset Disposition: including electric meter changeouts, location geocoding, meter resale and/or recycling and disposal, new meter inventory management, exchanged meter inventory management, and call center services for customer scheduling and customer questions about the Meter Exchange.
It is the responsibility of each Bidder to:
a) Become familiar with local conditions that may affect cost, progress, performance or furnishing of the work,
b) Recognize and include in the proposal the consequences of federal, state and local laws and regulations (i.e. Prevailing Wage), that may affect cost, progress, reporting, performance or furnishing of the work,
c) PMLP will not require electricians or other tradesperson requiring Prevailing Wages, provided however, if the Bidder includes any electricians or other tradesmen necessitating Prevailing Wage, the Bidder shall abide by the Prevailing Wages Schedule found in the “Meter_Exchange_Asset_Disposition_RFP_Package.zip” file (see section 2.12),
d) Notify PMLP in the proposal of any conflicts, errors or discrepancies in the RFP that affect Bidder’s proposed work or costs. Failure to do so shall constitute Bidder’s acceptance of PMLP’s interpretation of said conflicts, errors or discrepancies.
Currently, PMLP anticipates installing the polyphase meters with its own staff.
PMLP will coordinate with customers to address pre-existing conditions that arise in the meter exchange process, which are not attributable to the Contractor. Where the damage is caused by the Contractor or its representatives’ negligence, PMLP will coordinate the repair, and the Contractor shall reimburse PMLP for the full cost of the repair. The Contractor shall promptly report any such damage to PMLP.
3.1 PMLP OVERVIEW
Peabody Municipal Light Plant (PMLP) is a consumer-owned, not-for-profit electric utility owned by the citizens of Peabody and dedicated to providing safe, reliable electricity and high-quality service at the lowest possible rates. We are committed to the protection of our environment and to the welfare and safeguard of our community.
PMLP was founded in 1891 after a long and emotional political battle was fought by the citizens of the Town of Peabody for the right to operate their own electric business. The efforts of our Peabody ancestors resulted in legislation being passed which allowed all cities and towns in the Commonwealth of Massachusetts the opportunity to establish their own electric business.
With one of the most modern and reliable electric distribution facilities in New England, PMLP's electric rates are traditionally among the lowest in the region. Unlike most municipally owned utilities, Peabody can generate its own power, if necessary, to help safeguard against widespread power outages. Service is provided to approximately 27,000 customers in Peabody and South Lynnfield.
A five (5) member Municipal Lighting Commission, elected by the citizens of Peabody, governs the light plant. The Commission is scheduled to meet on the fourth Thursday of the month during the school year, except for November and December when the meetings are held on the third Thursday in the McCarthy Auditorium located at PMLP.
3.2 EVALUATION PROCESS
Pursuant to Massachusetts General Laws, Chapter 164 §56D and Chapter 30 §39M, the evaluation of the Bid Proposals will be to the “lowest responsible and eligible bidder”.
PMLP weighs many factors when evaluating proposals, including exchange duration, account references, project plans, bidder presentations, and, of course, price. Preference will be given to bidders that offer a resale service for the removed meters, as the resulting value to PMLP will be considered in the overall evaluation.
Following a review of the responses, PMLP may:
Select a vendor for the Meter Exchange Service based upon the response to the RFP, Seek other options, or Defer or cancel the Meter Exchange plans.
3.3 RFP TIMELINE
The dates provided below are approximate and are for the period up to the project start date. Vendors are advised that these dates are not absolute and may change due to unplanned events during the bid proposal and award process. PMLP reserves the right to change the calendar of events or issue amendments to the RFP at any time. PMLP also reserves the right to cancel or reissue the RFP. Vendors should check the PMLP Website for amendments, at Bids • RFP- Meter Exchange Services & Asset Disposition.

4 METER EXCHANGE SERVICES RFP DETAILS
This section of the RFP defines the PMLP meter exchange services needs and then describes what PMLP would like to receive in the responses (overview of services, answers to specific
PMLP questions about the proposed services, references, project plan, and cost information).
4.1 SPECIFIC ELECTRIC METER INSTALLATION NEEDS
PMLP does not have the resources to exchange approximately 19,000 electric meters in a period of six to eight months schedule and seeks an installation service provider to support the meter exchange process.
4.1.1 Meter Exchange
The major service support is to staff and execute the exchange of approximately 19,000 existing Landis + Gyr Focus meters for new Landis + Gyr Revelo meters. PMLP expects the RFP response to indicate how the exchanges are completed while maintaining customer information security and accuracy in exchanging and tracking the right meters for each customer.
4.1.2 Electric Meter Location and Accessibility
The deployment area for the approximately 19,000 meters is limited to Phases 1 through 4 shown in “Deployment_Area_Map.pdf.” This file, along with the GPS coordinates of all meters in Phases 1 through 4, is included in the “Bidder_Resource_Package.zip” (see Section 2.12).
In addition to the capture of meters Standard GPS coordinates (2 - 6 meters accuracy), PMLP is requesting the capture of this meter information: location (inside or outside the premises), difficulty of access (accessible, key required, inaccessible), and type of installation (single socket or meter bank).
4.1.3 Exchanged Electric Meter Disposal, Recycling, or Resale
The Bidder must handle the post-deployment processing of exchanged meters. As an alternative to purely disposing or recycling the meters, the vendor should include a proposal to resell the removed Landis + Gyr Focus meters on the secondary market. Any resold meters cannot be re-purposed or recycled with "PMLP" badging on the device.
The Bidder shall document and securely store removed meters pending PMLP's written authorization for release. PMLP may designate meters for sample testing, billing review, or investigation. The Contractor shall identify, segregate, and retain such meters until PMLP releases them in writing. PMLP may release all other meters in batches after verifying the meter exchange records.
4.1.4 Customer Support for the Meter Exchange Process
PMLP expects appointments will be needed for some customers, and that customers will call with questions about the meter exchanges. PMLP is expecting the RFP responses to indicate how the installation services Bidder will manage this customer interface.
4.1.5 Coordination with Local Electricians
There will be customers’ metering infrastructure that will require repair or replacement as part of the meter exchange. PMLP will manage this repair process, coordinating with the installation Vendor. Consequently, PMLP wants to understand the Bidders’ approach to identifying and preventing damage to the customers’ metering infrastructure. PMLP requests that the cost proposal reflects coordination with PMLP and the subsequent revisit.
4.1.6 Maintain security for Customer Information
PMLP needs to understand the security features of the handheld data systems used.
4.1.7 Manage New Meter Inventory
PMLP expects the installation services provider to manage the inventory of new meters to be installed during the deployment.
4.1.8 Manage the Inventory of Removed Meters
PMLP expects that the RFP responses will indicate how the Bidders’ plan to retain the old customer meters (for resolution of potential customer disputes) during the deployment.
4.2 REQUEST FOR OVERVIEW
Please provide a description of the proposed meter exchange and asset disposition solution.
PMLP is interested in a start date for the deployment in March of 2027. Currently, PMLP is planning, ideally, for six to eight months deployment, but PMLP is interested in Bidder recommendations on alternative deployment times, if alternatives would help with the cost or quality of the installation. Cost in the Bid Form should reflect a meter exchange schedule from 8:00 am to 4:30 pm, Monday through Friday, holidays not included.
If there are additional significant or unique features of your services, or any other unique aspects of your offer that have not been addressed, please describe them in appropriate detail in your proposal.

No consideration shall be given by the Purchaser to cost increases or loss of anticipated profits due to suspension or reinstatement of this Contract.
1.19 FORCE MAJEURE
A delay in, or failure of, performance of either party hereto shall not constitute default hereunder or give rise to any claim for damage if and to the extent such delay or failure is caused by occurrences beyond the control of the party affected, including, but not limited to, acts of God, or the public enemy, expropriation or confiscation of facilities or compliance with any order or request of a governmental authority affecting the supply, availability, or use of materials or labor, acts of war, public disorders, rebellion, sabotage, floods, riots, strikes, or any causes not within the control of the party affected and which, by the exercise of reasonable diligence, said party is unable to prevent.
