About this opportunity
The West Virginia Department of Homeland Security, Division of Administrative Services, is soliciting sealed bids on behalf of the Division of Corrections and Rehabilitation for the purchase of nine metal storage containers measuring 20 feet by 8 feet by 8 feet 6 inches (exterior dimensions). Five containers are designated for Southwestern Regional Jail (SWRJ) in Holden, West Virginia, and four containers for Tygart Valley Regional Jail (TVRJ) in Belington, West Virginia. Each container must be constructed of 14-gauge steel or equivalent, feature lockable 14-gauge steel doors with 7 feet 8 inch openings, be waterproof, and contain no windows. Delivery is required within ten working days of purchase order receipt, with all delivery costs to be included in the bid pricing. This is a one-time purchase contract with no renewal options. The original solicitation closing date was March 23, 2023, at 2:00 PM EST; however, Addendum No. 1 extended the closing date to March 30, 2023, at 2:00 PM EST, with the bid opening rescheduled for March 31, 2023, at 10:00 AM EST. A mandatory pre-bid meeting must be attended by all vendors, with failure to attend resulting in automatic disqualification. Questions from prospective bidders were due by March 16, 2023, at 2:00 PM EST. Bids must be submitted electronically through wvOASIS or delivered to the Division of Administrative Services at 1124 Smith Street, 2nd Floor, Suite 2100, Charleston, West Virginia 25301, Attn: Thomas P. Hymes (304-558-2350 or thomas.p.hymes@wv.gov).
The solicitation documents do not indicate any set-aside designations or restrictions limiting responses to specific types of organizations, though vendors must comply with the West Virginia Purchasing Affidavit requirements, certifying they are not in default on monetary obligations to the state or political subdivisions and that no related parties owe debts exceeding one thousand dollars in aggregate. The apparent successful vendor must provide a performance bond and labor/material payment bond each in the amount of 100 percent of the contract value, as well as a two-year maintenance bond covering the roofing system, prior to contract award. Required insurance includes Commercial General Liability coverage at $1,000,000 per occurrence and Builders Risk Insurance equal to 100 percent of the contract value. Pricing for the contract is firm for the life of the agreement, and vendors must extend any publicly advertised sale prices to the State at the lower of the contract price or advertised price. No incumbent vendor or specific budget range is identified in the solicitation documents; however, the contract is contingent upon legislative appropriation of funds, with automatic void status if funding is not appropriated for any fiscal year. Payment will be made in arrears only after delivery and acceptance of goods, with vendors required to accept electronic funds transfer or P-Card payment methods.
