About this opportunity
Kenosha County is seeking proposals for comprehensive medical services for inmates at the Kenosha County Pretrial Facility and Kenosha County Detention Center through Request for Proposal (RFP) #2421. The procurement aims to secure a healthcare provider capable of delivering 24/7 nursing coverage and 7-day mental health services for an average daily population of 678 inmates across two facilities with a total capacity of 961. Required services include emergency care, health appraisals, medical observation, mental health treatment, dental care, pharmacy services, and ancillary medical support, all of which must meet or exceed nationally recognized standards. The evaluation criteria will assess vendors on company profile (20 points), staff qualifications (20 points), proposed solutions (20 points), transition plan (20 points), and cost (20 points). Key procurement dates include a pre-proposal conference on November 6, 2024, with proposals due by December 4, 2024, and an anticipated contract start date of April 1, 2025, for a five-year term. Vendors must provide detailed pricing information, including an itemized cost breakdown for each contract year, and demonstrate the ability to staff 26.2 full-time equivalent positions across various medical roles.
The solicitation does not explicitly indicate specific set-aside designations or restrictions on respondent types. The current medical services provider, NaphCare, will not continue services after April 2025, creating an open competitive opportunity. The incumbent's 2024 contract budget was $3,910,627.58, which provides insight into potential contract value. Based on the bid tabulation document, three vendors submitted proposals with total 5-year costs ranging from $22,041,134.41 to $42,625,553.68. The existing medical infrastructure includes current vendor relationships with Trident Care for mobile x-ray services and Bio-reference for laboratory services. The facility is not currently accredited by the National Commission on Correctional Health Care (NCCHC) or the American Correctional Association (ACA), which may present an opportunity for the winning vendor to pursue accreditation. Bidders must also comply with background check requirements and provide staff who can pass comprehensive security screenings for working within the correctional environment.
