About this opportunity

Alameda County Sheriff's Office (ACSO) is requesting proposals for comprehensive medical services at Santa Rita Jail in Dublin, California under RFP 902646, with proposals due January 6, 2027, and mandatory attendance at a bidders conference and site walk-through on November 12, 2026. Minimum qualifications require three years of continuous experience providing comprehensive medical services in a correctional or similarly secure environment and National Commission on Correctional Health Care (NCCHC) accreditation for at least three years — both filter-level requirements.

The scope encompasses intake health screening, fourteen-day health appraisals, sick call services, chronic disease management, dental care, women's health services, pharmacy operations through Maxor National Pharmacy Services partnership, specialty clinics, laboratory and radiology services, detoxification and Medication Assisted Treatment (MAT) programs, dialysis, emergency services, mental health coordination with Alameda County Behavioral Health Department, and CalAIM reentry coordination. The facility houses approximately 1,500 individuals on average daily, with an anticipated population range of 1,100 to 1,700. The Contractor must maintain comprehensive staffing per an established matrix and comply with 2026 NCCHC standards and HIPAA requirements. Liquidated damages apply for staffing shortfalls, ranging from $250 to $5,000 per incident depending on position criticality.

The contract is three years with an option to renew for two additional years, with a contract start date of July 1, 2027, pending Board approval June 1, 2027. Compensation is based on an Average Daily Population sliding scale of 1,100 to 1,700 individuals, reconciled quarterly, with per diem rates applied for populations exceeding or falling below this range. The bid form identifies major line items including EPIC electronic records system annual user fees ($451,000 per year) and transportation costs (estimated $6,000,000 annually), with a total three-year bid subtotal of $19,353,000 exclusive of transition costs. The Contractor bears financial responsibility for all medical services, hospital arrangements through designated providers (Alameda Health System, Highland Hospital, Stanford Health Care), and EPIC system transition at its own expense. Written questions are due November 13, 2026. Vendor interviews are scheduled for the week of February 8, 2027. All bidders must complete and submit a security clearance form by November 2, 2026.
