About this file

This document is an Addendum to the Request for Proposals (RFP) #2421 issued by the Kenosha County Sheriff's Department for Medical Services for Corrections. The RFP seeks proposals from qualified entities to provide comprehensive healthcare and mental health services for adult and youthful inmates detained at the Kenosha County Pretrial Facility (PTF) and Kenosha County Detention Center (KCDC). The goal is to obtain a contract with an entity that can provide services meeting or exceeding nationally recognized standards. The addendum provides revised staffing requirements, equipment lists, population data, and responses to questions from potential bidders.

The addendum indicates the current average daily population is 684 inmates. It specifies the staffing model, which includes a Director of Nursing, Nurse Practitioners, Registered Nurses, Licensed Practical Nurses, and Mental Health Professionals. The current provider, NaphCare, is leaving, and the County is open to alternative staffing plans from bidders. The addendum also provides details on the current medical equipment, medication administration, and specialty clinics offered. Bidders are required to provide a total price for each contract year as well as an itemized breakdown of costs.

Yes.

Revisions:

We have revised Attachment D Staffing Requirements and have attached the revised document to this addendum. Please base your cost proposal on the revised Attachment D.

We have had feedback regarding proposers providing revised staffing plans as part of their RFP response. It is critical that proposers provide the Cost Proposal response using the staff model provided as part of the RFP. Proposers may provide a revised staffing plan and include it as an additional supplement to the Cost Proposal (note that this will be informational and not part of the scoring) and give a narrative description of the revised plan under Tab E Proposal Solutions. The County will likely negotiate/tweak the final staffing plan as part of the contract negotiations. We encourage proposers to provide their ideas on how to efficiently and effectively provide the services under Tab E Proposal Solutions.

A. The TechCare EMR contract was awarded with a separate RFP and is a separate contract. A. NaphCare currently provides pharmacy services and will discontinue services in April of 2025. Pharmacy services are separate from this RFP. The County will be contracting pharmacy services outside of this RFP contract.

A. Claims are processed by the current medical provider. We do not have copies of the claims.

• What is the name of your current barcode electronic order reconciliation (check-in) and medication return management system that is provided by your current medical or pharmacy vendor at no additional cost?

RFP #2421 Addendum One Page 14 of 15

• Would you find value in adding this requirement to your current solicitation for bidders to provide a no cost solution for online reporting so your facility-level staff and administrators can access online reports 24/7/365 if a solution is not currently in place?

• If not, what reservations does KCJ have regarding a no cost web-based software solutions that provides actionable and meaningful reporting to help your clinical and financial teams?

A. Not currently offered or used.

Q93. Understanding that a debriefing is not an opportunity to challenge the decision, nor will it include a comparison of a respondent’s unsuccessful proposal with any other respondent’s proposals. What is the protocol at KCJ for respondents who submitted an unsuccessful proposal to request a meeting for debriefing and discussion of their proposals to learn from the RFP process?

A. Once the evaluation process is complete, vendors will have access to the scores tabulation.
