About this opportunity

The State of South Dakota Department of Health, Office of Medical Cannabis is seeking a comprehensive web-based software system development contract for a medical cannabis patient registry, establishment licensing, and inspection tracking portal. The Request for Proposal (RFP) number 26-0904006-008 requires vendors to develop a modular, configurable system that ensures full compliance with South Dakota Codified Law 34-20G and administrative rules. Key deliverables include a patient and caregiver digital card system, establishment licensing portal, and an inspection tracking mechanism that supports real-time data validation, HIPAA-compliant data sharing via FHIR-based APIs, and integration with the state's Seed to Sale tracking software. Critical system requirements include role-based access controls, secure web services, Windows desktop/laptop compatibility, and the ability to produce CSV and XML files. Significant procurement timeline milestones include a letter of intent deadline of February 2, 2026, written inquiry deadline of February 23, 2026, proposal submission deadline of March 31, 2026 at 5:00 PM CST, proposal evaluation beginning April 15, 2026, technical reviews through mid-May 2026, and an anticipated contract award by July 1, 2026.

The procurement does not explicitly outline set-aside designations or disadvantaged enterprise requirements. Vendors must demonstrate successful implementation of similar systems with at least two previous projects and provide three governmental agency references. The current contract expires May 31, 2027, suggesting potential incumbent vendor involvement. While no specific contract value is stated, vendors must submit itemized cost proposals covering staffing, travel, software licensing, hardware, maintenance, training, and implementation costs for a five-year contract term. Proposed solutions must be compatible with Microsoft Azure or state-preferred cloud platforms and comply with comprehensive security standards, including cyber liability insurance, vulnerability scanning, and multi-factor authentication. All vendor personnel accessing protected health information must undergo fingerprint-based background investigations. The state will own all data tables and intellectual property created during the project, and vendors must provide separate cost proposals for vendor-hosted, state on-premises, and state cloud-hosted solution options.
