About this opportunity
Greenwood County is seeking a medical billing and collection services provider for its Emergency Medical Service (EMS) Department through a Request for Proposal (RFP) released on August 4, 2025, with proposals due by September 4, 2025, at 4:00 pm. The county requires a firm capable of working with ESO Solutions' electronic patient care reports (ePCR) software, managing approximately 13,000 annual EMS calls (65% Basic Life Support, 35% Advanced Life Support). The selected vendor must provide comprehensive billing services, including claims processing, collections management, and software/online access for billing and collections data retrieval. Evaluation criteria will include experience and technical approach (50 points), cost (20 points), references (15 points), and timeliness (15 points). The county expects the chosen firm to enhance collection practices, identify reporting shortcomings, handle collection claims, and provide a turnkey system setup by December 14, 2025, with final system readiness by December 1, 2025.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The procurement requires integration with the county's existing Tyler ERP accounting software and ESO ePCR system. While no incumbent vendor is mentioned, the county seeks a well-established medical billing provider with proven EMS billing experience. The proposal requires bidders to submit a percentage rate for "Net Collections" on a monthly basis, with cost being a significant but not dominant factor in the selection process. The selected firm must provide a dedicated account manager, comprehensive financial reporting, and prompt technical support. While specific budget ranges are not disclosed, the procurement suggests the county is seeking a cost-effective solution that can maximize medical billing collections and operational efficiency for the Greenwood County EMS Department.
Opportunity text
Greenwood County ("Owner") is requesting proposals from qualified firms to provide Medical Billing and Collection Service for the Emergency Medical Service Department (EMS). The current software used by our department for electronic patient care reports (ePCR) is ESO by ESO Solutions, and we are searching for a company who has the capability to work with this software. Greenwood County EMS currently runs approximately thirteen thousand calls annually with approximately 65% being Basic Life Support in nature, and 35% Advanced Life Support.
The County is interested in engaging billing firms who have worked with local government agencies which will meet the billing needs of Greenwood County. In addition, the selected firm should be experienced in identifying how Greenwood County can enhance collections by implementing new practices. Greenwood County expects the selected firm to identify reporting shortcomings which may delay the billing or collection process. The chosen firm must also have the ability to handle collection claims on behalf of Greenwood County.
The County also expects the proposer to provide software or online access to retrieve billing and collections data. Reporting capability to easily reconcile payments received should be available.
