About this opportunity
The Maryland Department of Health, Office of Long Term Services and Supports is requesting bids on Medical Adult Day Care Private Pay Subsidy services under IFB 26-25569, with bids due October 22, 2026 at 2:00 p.m. and a pre-bid conference on October 5, 2026 at 11:00 a.m. via Google Meet (RSVP required by October 1). A 5% Minority Business Enterprise subcontracting goal applies to the total contract dollar amount.
The scope covers indefinite-quantity medical adult day care services for functionally impaired individuals aged 55 and older across eight geographic service areas in Anne Arundel, Frederick, Howard, Montgomery (two zones), Prince George's, St. Mary's, and Wicomico counties. Up to eight contract awards will be made, one per service area, with services delivered at licensed Medical Adult Day Care Centers. Bidders must be licensed through the Office of Health Care Quality with at least three years of operational experience in Maryland. Participants average between 7 and 21 per county monthly, with 90 to 163 days of service provided monthly per location. The contract term is three base years with two optional one-year renewal periods.
Pricing is submitted as a fully loaded fixed daily rate covering all labor, overhead, transportation, and operational expenses; no other reimbursement is permitted. Contractors must maintain commercial general liability ($1 million per occurrence / $2 million aggregate), professional liability ($1 million per claim / $3 million aggregate), and workers' compensation and automobile insurance as required. The contract is subject to Maryland Living Wage requirements as a Tier 1 contract, with wage increases absorbed by the contractor. Contractors must supplement state subsidy funding through charitable contributions, grants, and other sources; the state does not guarantee minimum annual days of service.
Questions are due October 13, 2026 at 2:00 p.m. Bidders must complete multiple mandatory certifications including Bid Proposal Affidavit, Corporate Diversity Addendum (for entities valued at $1 million or more in state benefits), Employee Healthcare Expenses Certification, Conflict of Interest Affidavit, Legal Action Summary, Current or Prior State Contracts disclosure, Location of Performance disclosure, and Maryland Living Wage Affidavit. MBE documentation (Attachment D) and comprehensive subcontractor reporting (Attachment P) are required.
