About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on behalf of the Kentucky Department of Military Affairs for a Master Agreement to provide mechanical services at Bluegrass Station, with bids due June 5, 2026 at 1:30 p.m. and written questions due May 26, 2026. Kentucky resident bidders receive reciprocal preferences as defined by KRS 45A.490–494, and qualified bidders including Kentucky Correctional Industries and nonprofit agencies serving individuals with disabilities receive statutory preferences under Kentucky law.
The scope encompasses maintenance and repair services for lawnmowers, small engines, gasoline-fueled and diesel-fueled vehicles, farm equipment, construction equipment, and welding and fabrication services. Work is performed at Bluegrass Station, 5751 Briar Hill Road, Building 18, Lexington, Kentucky. All work requires prior approval from Bluegrass Station officials; emergency labor outside regular hours (8:00 a.m. to 4:00 p.m., Monday through Friday) requires prior notice and approval. Vendors must provide repair parts at a discount percentage off list price. Bidders must submit hourly labor rates for twelve distinct service classifications (regular and emergency labor for each equipment category), with equipment usage billed at approved hourly or daily rates and materials billed at actual documented cost with supporting invoices.
The initial contract period is one year from award, with four optional one-year renewal periods available by mutual written agreement. Pricing must remain firm for the first twelve months; thereafter, price increases may be granted only upon written justification supported by industry-wide price-change documentation and thirty days' notice.
The contract will be awarded on a best-value basis: 90 points for price (lowest bidder receives maximum points, subsequent bids scored proportionally) and 10 points for experience. Contractors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 combined single limit if vehicles are used. All personnel must possess government-issued photo identification, and contractors must submit a personnel roster and comply with facility security protocols. Contact Stephanie Durr at 502-564-6521 with questions.
