About this opportunity

The Utah Transit Authority (UTA) is seeking proposals for a design-build project to develop electric vehicle charging infrastructure at the Salt Lake City Community College Meadowbrook Campus. The project involves designing and constructing civil and electrical infrastructure to support Direct Current Fast Charging (DCFC) Stations for a fleet of twenty Battery Electric Buses (BEBs). Specifically, the project requires installing five 360kW chargers configured in a 1:4 configuration, providing a total of twenty charging connections along 900 West on UTA property. The procurement is structured as a Request for Proposal (RFP 25-03985) with a proposal submission deadline of October 2, 2025. Prospective bidders must carefully review multiple attached documents, including UTA's Design Quality Procedures, Quality Management Plan, and Construction Safety and Security Program Manual. Respondents will need to demonstrate technical capabilities in electric vehicle infrastructure design, electrical systems engineering, and transit facility construction.

While specific set-aside designations are not explicitly detailed in the provided documents, the project appears to be open to qualified design-build firms with expertise in transit infrastructure and electric vehicle charging systems. The electrical gear and charging equipment will be strategically located on UTA's property, indicating a need for precise site integration and technical compatibility. The attached documents, particularly the Price Sheet and Prerequisites document, will likely outline specific qualifications, potential disadvantaged business enterprise requirements, and submission guidelines. Although a specific budget range is not disclosed, the complexity of installing five 360kW charging stations with comprehensive infrastructure suggests a significant capital investment. Interested contractors should thoroughly review the RFP documentation, particularly the technical specifications and UTA's quality management and safety protocols, to understand the full scope of the project requirements and evaluation criteria.

Opportunity text

The Utah Transit Authority (UTA) is soliciting proposals from qualified entities for the design and construction of the civil and electrical infrastructure, and installation of Electric Vehicle Supply Equipment (EVSE), necessary to deploy Direct Current Fast Charging (DCFC) Stations (Charging Stations) across the existing Salt Lake City Community College Meadowbrook Campus (collectively the "Bus Charging Project" or "Project." These Charging Stations will charge a fleet of twenty (20) of Battery Electric Buses (BEBs) at the existing Meadowbrook Campus. These Charging Stations are to charge these BEBs with five (5) 360kW chargers with depot connections (cord & plug) configured and operated in a 1:4 configuration (1 charging cabinet to 4 depot connections) for twenty (20) connections total. The BEB electrical gear and charging equipment will be located along 900 West (east side of the road and on UTA's property).
