About this opportunity
The Michigan Department of Transportation (MDOT) is requesting proposals for janitorial, grounds maintenance, and snow removal services across 12 rest areas in the Bay Region, with proposals due August 18, 2026, at 3:00 PM EST and a mandatory pre-proposal meeting on August 11, 2026, at 10:00 AM via Microsoft Teams. A single vendor will be selected to service all twelve locations; individual awards will not be made.
The scope encompasses daily janitorial services (restroom cleaning, lobby maintenance, trash management, and seasonal landscaping tasks), bi-weekly grounds mowing (ranging from approximately 4.46 to 17.15 acres across the twelve locations), periodic grounds maintenance (mulching, flower bed preparation and planting, aeration, spring and fall cleanup), and snow and ice removal services estimated at 30 occurrences annually plus 24 emergency service calls at each location. One rest area attendant must be onsite 24 hours daily, seven days a week, including holidays. Janitorial staffing hours vary seasonally (6:00 AM to 6:00 PM or 7:00 AM to 5:00 PM depending on facility and season) with extended coverage from 6:00 AM to 9:00 PM during specified holiday weeks and summer weekends. The contractor must supply all cleaning supplies, replenishable items (toilet paper, hand soap, sanitizers, trash liners, hand sanitizer, air fresheners), and equipment per MDOT-approved materials lists, including rotary floor machines, wet-dry vacuums, snow blowers, and grounds maintenance equipment. De-icing chemicals must be calcium chloride only; no salt is permitted.
The contract runs for three years from October 31, 2026, through October 30, 2029, with two optional one-year renewal periods. Pricing is firm for the entire contract term with no escalation provisions stated. The twelve locations are Adair, Alger, Bay City, Capac, Clio, Dodge, Fenton, Five Lakes, Ithaca, Linwood, Swartz Creek, and Woodbury rest areas, spanning counties including Bay, Genesee, Lapeer, Gratiot, Alger, and St. Clair. The contractor is liable for all damages to grounds and property resulting from operations and must repair turf damage using specified seed mixtures. Contractual deductions apply for emergency response failures, unsatisfactory conditions, snow removal deficiencies, and inadequate staffing, ranging from $50 to $500 per instance; liquidated damages of $500 plus $100 per day apply for late or improper completion.
Insurance requirements include Commercial General Liability of $1 million per occurrence with a $2 million general aggregate, Automobile Liability of $1 million per accident, and Employers Liability of $500 million per accident. The contractor must complete monthly time sheets, daily and monthly cleaning logs, maintenance inspection reports, incident reports, and water operation reports due by the tenth of each month. All invoices are due within 45 days of State receipt and are subject to deductions prior to Electronic Funds Transfer payment. Bidders must submit responses to vendor questions (due August 12 at 3:00 PM EST; answers posted August 14), a Statement of Work, and location-specific pricing schedules for each of the twelve facilities. Proposals remain binding for 180 calendar days. Contracts valued at $250,000 or more require State Administrative Board approval.
