About this file

This file contains Snow Removal Specifications for Request for Proposal (RFP) No. 260000002327, issued by the State of Michigan for Janitorial/Grounds/Snow Services at 12 rest areas in the Bay Region. The specifications outline the contractor's responsibilities for snow and ice removal operations at these rest area facilities. Snow removal must be completed by 7:00 a.m. following any accumulation of 2 inches or more of snow on any day, including weekends and holidays, with multiple service trips required during heavy snowfall events. The work scope includes clearing entrance ramps, exit ramps, car parking areas, and truck parking areas. The contractor must apply granular or approved liquid deicer to maintain pavement safety after snow removal or during freezing precipitation as directed by the Program Manager. The contract emphasizes that "time is of the essence," requiring the contractor to respond to additional or emergency service calls within one hour of notification and to complete work within the shortest reasonable timeframe.

The contractor must furnish, operate, and maintain all equipment necessary to perform snow and ice removal services and is responsible for equipment maintenance and storage off State property. The Program Manager reserves the right to inspect all equipment for compliance with local, state, and federal codes and may reject non-compliant equipment. The contractor must notify the Program Manager no later than the next day after work completion and coordinate with the Program Manager for work inspection and approval to allow time for corrections if needed. Equipment failure is not an acceptable reason for failing to provide scheduled service. The State bears no responsibility for theft, vandalism, or damage to contractor equipment, and any accidents or damages on the premises must be reported immediately to the Program Manager.
