About this file

This is a Location Specification Sheet for janitorial, grounds, and snow removal services at the Capac Rest Area (#913) operated by the Michigan Department of Transportation's Bay Region/Huron Transportation Service Center. The contract encompasses a three-year base term with two one-year renewal options, commencing October 31, 2026, and concluding October 30, 2029, at a facility serving approximately 281,700 annual visitors located at Westbound I-69, Mile Marker 174, in Capac, Michigan. Services include daily janitorial maintenance of 1,300 square feet of tile flooring with two restrooms (12 toilets and 4 urinals), lobby and entrance areas, and storage facilities; seasonal grounds maintenance including weekly mowing of 12.09 acres, edging, periodic mulching, flower bed preparation and planting, and aeration; and snow and ice removal services estimated at 30 occurrences annually on entrance ramps, parking areas, and exit ramps. Staff must be available during summer hours (May 1 to October 31) from 6:00 a.m. to 6:00 p.m. daily and winter hours (November 1 to April 30) from 7:00 a.m. to 5:00 p.m. daily, with extended coverage from 6:00 a.m. to 9:00 p.m. during holiday weeks and summer weekends. The contractor is responsible for supplying all cleaning materials, equipment, and replenishable supplies including toilet tissue, hand soap, trash liners, and de-icing chemicals (calcium chloride only, no salt).

Bidders must complete pricing spreadsheets for janitorial services (basic daily and monthly tasks plus refuse disposal), grounds maintenance services (basic and periodic maintenance cycles), and snow/ice removal services, along with a detailed listing of all equipment to be utilized. The bid should reflect an hourly wage rate for attendants that ensures reliable staffing and reduces employee turnover. Additional services such as emergency cleaning and infectious disease control procedures are available for separate hourly or monthly quotation. No specific bid due date, award date, or site visit requirements are mentioned in this specification sheet. The contractor must demonstrate that sufficient equipment will be available if holding multiple state contracts or local government subcontracts, and invoices are to be submitted to the Huron/Davison Transportation Service Center with billing inquiries directed to Joe Grech at 989-395-7136 or innisa@michigan.gov.
