The contract encompasses comprehensive facility maintenance services for a 3,900 square foot rest area facility with two men's restrooms, two women's restrooms, one family restroom, and associated grounds covering approximately 17.15 acres. Services required include daily janitorial tasks performed seven days per week with varying hours based on seasonal schedules (6:00 AM to 6:00 PM May 1 through October 31, and 7:00 AM to 5:00 PM November 1 through April 30), enhanced staffing during holiday weeks and summer weekends, basic and periodic grounds maintenance including mowing bi-weekly, spring and fall cleanup, annual flower bed preparation and planting, aeration, mulching, and snow and ice removal services estimated at approximately 30 occurrences annually for snow removal and 24 calls for additional emergency services. The contract term is three years with a start date of October 31, 2026, and an end date of October 30, 2029, with two optional one-year renewal periods available.

Bidders must submit completed price schedules including monthly pricing for basic janitorial services and per-service pricing for monthly janitorial tasks, grounds maintenance cycles, and snow removal occurrences, along with proposed hourly rates for emergency services and monthly rates for infectious disease control procedures. The contractor is responsible for providing all cleaning supplies, replenishable items including paper towels, hand soap, toilet tissue, trash can liners, hand sanitizer, and air fresheners, as well as all equipment and tools specified in the contractor-supplied materials list, which includes detailed product specifications for cleaners, chemicals, and equipment such as rotary floor machines, snow blowers, and wet-dry vacuums. Bidders must also submit inventories of grounds maintenance equipment and snow removal equipment available for contract performance, with documentation of ownership status and equipment condition. The contract requires contractor employees to be reliable and professional, with bid pricing anticipated to reflect competitive wage rates sufficient to attract and retain qualified staff and minimize employee turnover.
