About this opportunity
The Maryland Department of Aging (MDoA) is issuing a Request for Quotation for a financial consultant to provide professional consulting services under a small procurement contract. The consultant will assist MDoA in performing financial reviews of all federal and state grants received by the Department's nineteen local area agencies on aging (AAAs) for the fiscal years ending June 30, 2021, through June 30, 2023. MDoA receives approximately $80 million annually in federal and state grants, the bulk of which is sub-awarded to the AAAs. The consultant will be responsible for traveling throughout the state, conducting on-site fiscal monitoring visits, and preparing detailed monitoring reports to ensure compliance with state guidelines regarding review of sub-awardees. The proposed term of the contract is approximately six months and will not contain an option to extend.
The procurement does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is no incumbent contractor, as the previous employee who filled this role is not eligible to bid on the new contract. The procurement does not provide any budget ranges, but the contract shall not exceed $100,000. MDoA reserves the right to award contracts to multiple consultants and to select the most favorable bid based on cost and the bidder's relevant knowledge and experience.

The Maryland Department of Aging ("Department" or "MDoA") is issuing this Request for Quotation for a financial consultant to provide professional consulting services under a small procurement contract to assist it in performing financial reviews for all federal and state grants received by local area agencies on aging ("AAAs") for the fiscal years ending June 30, 2021, through June 30, 2023. The Department receives approximately $80 million annually in federal and state grants, the bulk of which is sub-awarded to the Department's nineteen AAAs for administration of the programs funded by grant awards. The State of Maryland Office of Legislative Audits conducts, on a regular basis, reviews of agency records to ensure compliance with State guidelines regarding review of sub-awardees. Accordingly, the Department needs a financial consultant that will conduct these reviews.
