About this file
This document is an Addendum to the Request for Quotation (RFQ) for a Financial Consultant issued by the Maryland Department of Aging (MDoA). The RFQ, titled "MDoA-24-06 MDoA Financial Consultant", seeks a financial consultant to provide professional consulting services to assist MDoA in performing financial reviews of federal and state grants received by the state's nineteen Area Agencies on Aging (AAAs) for fiscal years 2021 through 2023. The addendum extends the bid due date to April 12, 2024, and provides clarification on the expected locations and travel requirements, the policy that will be used for the reviews, the number of grants in scope, and the option to propose a team of two financial consultants to complete the work.
The RFQ states that the Department receives approximately $80 million annually in federal and state grants, the bulk of which is sub-awarded to the nineteen AAAs. The proposed term of the contract with the financial consultant will be approximately six months and will not contain an option to extend the contract. The addendum also provides guidance on how bidders should acknowledge and submit the addendum as part of their proposal.

Vendor Q&A
Q1: Section II.a. of the RFQ (pg. 2) states "The successful Bidder will be responsible for traveling throughout the State of Maryland and conducting on-site fiscal monitoring visits of AAAs ... . " Section V.a. of the RFQ (pg. 4) states "The Bidder(s) shall work from home or at the office here at 301 West Preston Street, Suite 1007 Baltimore, Maryland 21201. Please clarify the expected location(s) and the anticipated amount of time to be spent traveling vs onsite vs teleworking.
A1: Locations can be found here https://aging.maryland.gov/Pages/area-agencies-on-aging.aspx
There will be considerable travel for some of the far-out counties (Garrett, Allegany, Washington, MAC). We only request on-site work for the initial engagement with the AAA and review of their documents . All subsequent review and analysis can be done remotely at a location of your convenience.
Q2: If travel is required, will travel be required to each of the 19 AAAs?
A2: Yes. You can include travel time reimbursement rates in your bid.
Q3: If travel is required, is the need for travel to an AAA made independently by the consultant or based on the approval of MDoA staff?
A3: Travel is a requirement for this role. The consultant will not need prior approval for travel and will independently determine how to incorporate travel into the work engagement.
